About The Position

Enrollee will serve as a Senior Technical Advisor and technical advisor for the NPS National Capital Region on Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and other contaminant releases or threatened releases which potentially impact NPS resources within multiple parks. This role provides targeted scientific and technical project-based support to keep RI/FS/RD/RA milestones on track, preserve institutional knowledge, strengthen stakeholder confidence, and maintain leadership-ready records for transparency and audit.

Requirements

• BA/BS Degree in Environmental Science, Environmental Health and Safety, or similar with minimum additional experience of 20 year(s)
• Professional expert level knowledge of CERCLA, RCRA, CWA, NEPA, TSCA, NCP, ECRB/CSP, OSHA (29CFR1910.120), and related EPA regulations and NPS, Federal, and State guidelines and laws.
• Mastery of, and skill in applying, legal expertise in advanced theories, principles, concepts, standards, and methods of CERCLA cost recovery/enforcement in order to develop new approaches and solutions to contaminant site related problems and issues involving a combination of complex features; provide expert legal advice to senior managers responsible for program operations; provide significant and innovative recommendations; and execute significant contaminated site cost recovery/enforcement affecting the welfare of the public and the sustainability of natural resources in national parks.
• Experience required with Windows, MS Word, MS Excel, MS Teams, MS Outlook, MS SharePoint, Adobe Acrobat

Responsibilities

• Ensure that all response activities are consistent with, but not limited to: CERCLA, the National Contingency Plan (NCP), WASO Environmental Management Programs Branch (EMPB), Clean Water Act (CWA), National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), Occupational Safety and Health Administration (OSHA) (29 CFR 1910.120), Environmental Protection Agency (EPA) regulations, Toxic Substances Control Act (TSCA), Resource Conservation and Recovery Act (RCRA), NPS, Federal, and State policies, guidelines, and laws, and other applicable laws and regulations.
• Provide historical knowledge and scientific/technical expertise in reviews with NACE contractor(s), the Office of the Solicitor (SOL), and stakeholders? technical teams (i.e., DOEE, PRPs, federal partners).
• Participate in technical meetings; develop and maintain scientific/technical review and comment matrices.
• Curate administrative-record-ready files in the approved folder structure.
• Track and maintain deliverables such as due dates, status, next actions.
• Draft periodic site updates for park leadership.
• Communicate regularly with the CERCLA Program Manager and keep them informed of availability, work assignments, and any significant developments or challenges.
• Coordinate information exchange among NACE contractor(s), DOEE, PRPs, and park staff to ensure timely elevation of issues, risks, and decisions.
