About The Position

The Oregon Health Authority (OHA) is seeking a Data Solutions Analyst (Information Systems Specialist 7) to join its Office of Data Strategy and Operations. This office is dedicated to promoting, elevating, and aligning equity in OHA service delivery through data and technological systems. Modernizing data and systems is a core Agency need, playing a critical role in analyzing progress on equity goals and informing other program work toward OHA's 2030 goal of eliminating health inequities. In this position, the analyst will assist in the planning, designing, implementing, maintaining, and administration of data environments and data management systems. This includes analyzing and querying data environments, documenting problems and solutions, and reporting on the health and performance of these environments, utilizing tools like Snowflake and AI. The role also involves supporting federated data sharing environments and piloting AI tools, working independently under general supervision.

Requirements

  • Six (6) years of information systems experience in Software or Data Construction, Planning, and Operations
  • OR An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND four (4) years of information systems experience in Software or Data Construction, Planning, and Operations
  • OR A Bachelor's degree in Information Technology, Computer Science, or related field AND two (2) years of information systems experience in Software or Data Construction, Planning, and Operations
  • OR Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above
  • Employment is contingent upon a criminal records check that meets OHA criteria at the time of hire and throughout employment
  • Complete I-9 documentation and confirm authorization to work in the United States within three days of hire
  • Not require visa sponsorship now or in the future

Nice To Haves

  • Knowledge of information systems technology, including core theories, principles, architectures, and industry trends
  • Expertise in designing, developing, monitoring, and maintaining data environments, including efficient data structures, software applications, and equipment interfaces
  • Proficiency with tools, automation products, and platforms that support data management environments (e.g., Snowflake)
  • Ability to analyze organizational needs and implement cost‑effective, scalable technology solutions
  • Skill in planning and policy development, including long‑ and short‑range strategic planning and creating procedures
  • Experience managing complex system projects, motivating teams, defining scope, and coordinating participants
  • Competence in assessing emerging technologies and determining their applicability to organizational goals
  • A general knowledge of project administration methods, principles, techniques, and practices
  • General knowledge of Oregon Health Authority business systems, org structures, and business operations
  • General knowledge of contracting for IS services, including negotiation and performance monitoring
