About The Position

Customized Assistance Services (CAS) tracking systems are designed to enhance the reporting and monitoring of programmatic and financial information, integrating seamlessly with existing HRA systems. These systems are crucial for maximizing the effectiveness and efficiency of services delivered and programs managed by CAS. They also play a vital role in meeting federal and state mandates and supporting HRA's objectives of helping individuals achieve self-sufficiency and fulfilling agency responsibilities under various city and state agreements. This role involves assisting in the development of system design specifications, creating detailed documentation for system and security requirements, and selecting appropriate approaches. The analyst will develop specifications for databases, communication systems, hardware, networks, security, storage, and software configurations, including structured diagrams. Responsibilities also include developing, compiling, maintaining, and documenting configurations for various IT components such as databases, servers, computers, security and network monitor systems, packaged programs, macros, utilities, and communication systems. Furthermore, the position requires developing system documentation, including operational and installation procedures for various IT infrastructure elements. The analyst will create guidelines and upgrade techniques for new operational procedures supporting databases, hardware, operating systems, network systems, security, and client-server systems, as well as developing detailed systems operations designs. In terms of system design and management, the analyst will collaborate with staff to plan system implementation, enhancements, and changes. This includes creating, testing, and maintaining program systems, designing reports, audit trails/logs, and security mechanisms. The role also involves providing technical assistance to support staff for complex IT issues and occasionally interacting with customers to clarify feature intent or resolve problems. General programming assistance to other programmers and projects may also be required. Testing and evaluation are key aspects, involving testing programs and systems, integrating system modules, and developing/implementing/monitoring IT quality assurance standards. The analyst will perform integration testing and assist in managing project deliverable deadlines by tracking deliverable status with project staff and planning for user acceptance testing and unit testing. Identifying project scope with the project director is also a responsibility.

Requirements

  • A minimum of 4 years of experience with the following skill sets:
  • Writing application software, data analysis, data access
  • Data structures, data manipulation, databases, design, programming, testing and implementation
  • Technical and user documentation, software conversions
  • Exposure to environments include but are not limited to mainframe, mid range, personal computers, laptops
  • Lead in the design of program specifications and the implementation of software solutions
  • Comprehensive project management experience
  • Excellent verbal/writing skills

Responsibilities

  • Assist in developing system design specifications
  • Develops and prepares documents for the general design of solutions that meet system and security requirements, including the selection of alternative approaches.
  • Develops specifications for databases, communication systems, hardware, network, security, storage and software configurations.
  • Develops structured diagrams for the specifications of databases, communication systems, computer or storage area networks, security or network programs.
  • Develops, compiles, maintains and documents configurations of the following: databases, servers, computers, security and network monitor systems, packaged programs, macros, utilities, and communication systems.
  • Assist in developing system documentation
  • Develop operational and installation procedures for communication systems, hardware, network, security, storage and software.
  • Develop guidelines and upgrade techniques of new operational procedures for the support of databases, hardware systems, operating systems software, network systems software, security and client server systems.
  • Develop detailed systems operations designs.
  • Assist in performing system design
  • Work with staff (e.g, managers, senior programmers, support staff, product manager) to plan program systems implementation, enhancements and changes.
  • Create, test and maintain program systems
  • Design reports, audit trails/logs, security mechanisms
  • Provide assistance to technical support staff when they are unable to resolve a program, database, or IT issue by themselves
  • Occasionally contact customers as may be needed to clarify the intent of a new feature or resolve a problem
  • Provide general programming assistance to other programmers/projects as may be needed.
  • Assist in performing testing/evaluation
