About The Position

The Senior Subject Matter Expert (SME) - Analytics provides senior-level analytical and advisory support to Commander, Naval Surface Force Atlantic (COMNAVSURFLANT) in support of Force Generation readiness. This position applies extensive Surface Warfare, major staff, readiness, resource, and strategic planning experience to evaluate complex readiness issues across the Personnel, Equipment, Supply, Training, Ordnance, Networks, and Infrastructure (PESTONI) pillars. The SME will analyze Navy Surface Force requirements, readiness trends, operational and financial risks, strategic guidance, and authoritative Navy data to develop actionable recommendations and alternative courses of action for senior and Flag-level decision-makers. This is a senior analytical and advisory position and does not include dedicated program management or contractor coordination responsibilities.

Requirements

  • Experience in the United States Navy as a post-Major Command Commander afloat or equivalent.
  • Significant experience serving on a U.S. Navy or Department of Defense major staff at Echelon 2 or above.
  • Recent experience, within the past five years, analyzing both CRUDES and AMPHIB Surface Ship Class requirements involving manning, training, maintenance, equipping, and lifecycle sustainment.
  • Recent experience reviewing CNO/OPNAV strategic guidance, maritime strategy, Fleet or Joint doctrine, and recommending improvements to programs and processes.
  • Significant experience analyzing readiness metrics within the PESTONI framework.
  • Recent experience reviewing, assessing, and validating Surface Warfare requirements, budgets, and execution within the DoD PPBE process.
  • Experience developing Flag-level requirement identification/validation documentation, budget products, and operational and financial risk assessments.
  • Deep understanding of Department of the Navy and Surface Force business practices, data sources, analytic capabilities, and readiness decision-making processes.
  • Demonstrated ability to analyze complex data and develop viable alternative courses of action.
  • Demonstrated experience producing executive-level analytical summaries, visualizations, and quantitative reports for senior leadership.
  • Proficiency with data visualization platforms such as Tableau or Power BI and the ability to interpret machine-learning or AI-driven analytical outputs.
  • Proficiency with Microsoft Office applications.
  • Master's degree or higher from an accredited college or university.
  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
  • Must possess eligibility for Secret access through the Department of Defense.
  • Must be eligible to obtain and maintain a Common Access Card (CAC).
  • This position supports a U.S. Government Contract whose terms require Sawdey Solution Services to staff it only with U.S. Citizens.

Responsibilities

  • Provide senior-level analytical and advisory support addressing Surface Force Generation readiness, operational availability, and resource prioritization.
  • Analyze readiness metrics across the PESTONI pillars to identify systemic gaps, barriers, risks, and opportunities for readiness improvement.
  • Evaluate Navy Surface Ship Class requirements, including CRUDES and AMPHIB manning, training, maintenance, equipping, and lifecycle sustainment requirements.
  • Review and assess CNO and OPNAV strategic guidance, maritime strategy, Fleet guidance, and Joint doctrine and recommend improvements to programs, policies, and processes.
  • Conduct strategic analysis supporting development of Analyses of Alternatives, Business Case Analyses, readiness assessments, and operational and financial risk analyses.
  • Assess Surface Warfare requirements, budgets, and execution within the DoD Planning, Programming, Budgeting and Execution process.
  • Support development and validation of Flag-level requirements, budget documentation, resource recommendations, and operational risk assessments.
  • Analyze authoritative Navy data and identify primary and secondary data sources, data gaps, and opportunities to improve analytic capabilities.
  • Develop alternative courses of action that address operational, readiness, financial, policy, staffing, training, and resource issues.
  • Produce executive-level analytical summaries, quantitative reports, data visualizations, point papers, and decision-support products.
  • Interpret predictive analytics, machine-learning, and AI-enabled analytical outputs and translate complex findings into actionable recommendations for senior leadership.
  • Participate in working-level and Flag-level analytical forums, providing data-driven analysis and subject matter expertise in support of senior decision-making.
  • Perform other duties, as assigned.
