About The Position

LTC Solutions, LLC is seeking a Senior Strategic Writer to provide executive-level communications, strategic writing, and editorial support to Headquarters Marine Corps (HQMC), Installations and Logistics (I&L), Logistics Current and Future Operations Branch (LPOV). This role is based on-site at the Pentagon. The Senior Strategic Writer will develop speeches, executive correspondence, congressional testimony input, strategic communications products, policy papers, executive briefings, and organizational messaging for Senior Executive Service (SES) and General Officer leadership. The position requires close collaboration with the Strategic Process SME and Government leadership to translate strategic guidance, organizational priorities, and complex logistics initiatives into concise, accurate, and executive-quality written products. Support includes communications planning, Marine Corps Gazette publications, senior leadership event preparation, executive briefings, Force Design initiatives, and strategic communications at classification levels up to TS/SCI.

Requirements

U.S. Citizen with an Active Top Secret/SCI security clearance and ability to obtain a CAC card.
Bachelor's degree in Communications, Journalism, English, Public Affairs, Public Policy, Political Science, Business, Strategic Studies, or related field.
Eight (8) years of professional experience developing executive-level written communications for Department of Defense, Headquarters Marine Corps, Joint Staff, or other Federal headquarters organizations.
Demonstrated experience supporting Senior Executive Service (SES), General Officer, Flag Officer, or equivalent executive leadership.
Proven ability to transform complex technical, operational, logistics, and policy information into concise executive-level communications.
Extensive experience preparing: Executive presentations, Speeches, Congressional testimony input, Executive correspondence, Information papers, White papers, Decision papers, Talking points, Strategic messaging products.
Experience reviewing, assessing, researching, and editing concepts, policies, strategies, doctrine, planning documents, and executive products.
Experience supporting communications planning and organizational messaging initiatives.
Experience supporting congressional responses and executive-level strategic communications.
Exceptional technical writing, editing, proofreading, and executive briefing skills.
Experience coordinating document staffing through Microsoft Teams, SharePoint, ETMS2, or similar Headquarters workflow systems.
Advanced proficiency using Microsoft Word, PowerPoint, Excel, Teams, SharePoint, and Adobe Acrobat.

Nice To Haves

Master's degree in Communications, Public Affairs, Strategic Communications, Public Policy, National Security, Journalism, English, or related discipline.
Experience supporting Headquarters Marine Corps, Department of the Navy, Joint Staff, Combatant Commands, or Office of the Secretary of Defense.
Experience supporting Marine Corps logistics, Force Design, modernization initiatives, or expeditionary operations.
Familiarity with Marine Corps correspondence standards and executive staffing processes.
Experience writing for congressional audiences and senior Department of Defense leadership.
Public Affairs, Strategic Communications, or Defense Information School (DINFOS) training.
Experience supporting Marine Corps Gazette publications or other military professional journals.

Responsibilities

Develop executive-level speeches, talking points, correspondence, strategic communications products, and briefing materials supporting SES and General Officer leadership.
Draft congressional testimony input, executive responses, issue papers, white papers, decision memoranda, and information papers supporting Headquarters Marine Corps initiatives.
Translate strategic guidance, organizational priorities, Force Design initiatives, and logistics modernization efforts into clear, concise executive communications.
Review, assess, research, edit, and provide recommendations on concepts, capability development documents, policies, strategies, doctrine, and planning products at the Unclassified, CUI, Secret, and TS/SCI levels.
Develop executive presentations, conference briefings, workshop materials, and senior leadership decision support products.
Support organizational communications planning by developing communication strategies, schedules, templates, educational materials, and messaging products.
Coordinate staffing, publication, review, and dissemination of strategic communications products using Microsoft Teams, SharePoint, ETMS2, and other Headquarters collaboration tools.
Support the planning, preparation, editing, and publication of Installations and Logistics articles for the annual Marine Corps Gazette edition.
Prepare agendas, executive binders, briefing books, background papers, and reference materials supporting the Installations and Logistics Board (ILB), Executive Offsite Symposium (EOS), congressional engagements, and senior leadership conferences.
Support Requests for Information (RFIs), executive correspondence, budget planning sessions, and strategic communications initiatives.
Collaborate with the Strategic Process SME and Government leadership to ensure consistency of messaging across policies, strategic plans, executive presentations, and organizational initiatives.
Maintain standardized templates, writing guides, editorial standards, and executive communications products supporting HQMC I&L.
Ensure all executive communications are technically accurate, grammatically correct, appropriately classified, and aligned with Marine Corps correspondence standards.
Support continuous process improvement initiatives by improving executive communications workflows, document quality, and publication processes.
Perform other strategic communications and executive writing duties necessary to accomplish contract requirements.
