About The Position

ETA Advisors provides strategic, acquisition, programmatic, and industry-engagement support to government personnel assessing emerging technologies for Army intelligence and related mission environments. Advisors evaluate whether commercial and nontraditional capabilities are operationally relevant, acquisition-ready, affordable, supportable, and suitable for transition. Support includes assessing market conditions, business viability, intellectual property (IP), data rights, supply-chain resilience, funding, schedule, contracting approaches, and organizational readiness. This position provides advisory and decision-support services only and does not perform inherently governmental functions.

Requirements

  • Bachelor’s degree in business, acquisition management, public administration, national security studies, economics, program or engineering management, or a related field; equivalent relevant experience may be considered.
  • At least 15 years of progressively responsible experience in defense acquisition, federal program management, technology transition, capability development, industry engagement, commercial technology, or related national-security work.
  • Experience supporting federal or defense acquisition activities, including market research, requirements support, acquisition planning, and program management.
  • Knowledge of acquisition, resourcing, cost, schedule, performance, and program-risk considerations.
  • Experience assessing commercial firms or emerging technologies for adoption by government, defense, intelligence, or similarly complex enterprises.
  • Familiarity with IP, software licensing, data rights, supply-chain risk, and vendor viability.
  • Demonstrated ability to prepare executive-level products, brief senior leaders, engage credibly with government and industry stakeholders, and synthesize complex information into actionable recommendations.
  • Ability to obtain and maintain a TS/SCI clearance.

Nice To Haves

  • Advanced degree in business administration, public policy, acquisition management, national security, engineering management, economics, or a related field.
  • Experience supporting the Army, Joint Force, Department of War, Intelligence Community, or another federal national-security organization.
  • Experience as a program, product, acquisition, portfolio, or technology-transition manager; business-development executive; or senior defense-industry leader.
  • Experience with nontraditional acquisition, commercial technology engagement, rapid prototyping, experimentation, small-business engagement, defense innovation organizations, or venture-backed technology firms.
  • Familiarity with Army intelligence missions, systems, modernization priorities, data environments, or enterprise requirements.
  • DAWIA, PMP, or comparable acquisition, program management, business, Agile, or project-management credential.
  • Experience in business-case development, investment or affordability analysis, and portfolio management.

Responsibilities

  • Support government-led engagements with commercial firms, nontraditional and traditional defense contractors, investors, academic institutions, laboratories, and other technology providers.
  • Prepare engagement strategies, executive read-aheads, stakeholder maps, meeting objectives, discussion guides, vendor summaries, and follow-up trackers.
  • Assess technology candidates and vendors for mission alignment, acquisition pathway, business viability, transition sponsorship, resource requirements, risks, and recommended next actions.
  • Develop and maintain a technology-opportunity pipeline and support portfolio reviews, business-case analyses, and transition planning.
  • Draft decision memoranda, issue papers, executive summaries, briefings, meeting records, and risk assessments for senior government leaders.
  • Translate technical, commercial, financial, operational, and acquisition information into clear, decision-ready recommendations.
  • Advise government personnel on industry-engagement practices that preserve fairness, impartiality, procurement integrity, organizational-conflict-of-interest awareness, and separation of market research from formal acquisition activities.
