About The Position

The Center for Outcomes Based Contracting (OBC) seeks an outstanding candidate to fill our Senior Specialist, Program Implementation role. This position will help school districts, state agencies, and providers build capacity for outcomes based contracting through direct coaching and professional learning. The Center for OBC is designed to foster partnerships between school districts and service providers, with the goal of improving student outcomes. We are transforming the way school districts and service providers collaborate to improve student outcomes. Established with the mission to uphold excellence and opportunity for all students in K-12 education, the Center for OBC empowers districts to contract for clear student outcomes and compels mutual accountability for achieving them. This position reports to the Manager of Program Implementation. The Senior Specialist, Program Implementation provides direct coaching and technical assistance to state education agencies (SEAs), local education agencies (LEAs), and K-12 instructional service providers, while also supporting the design, delivery, and evaluation of professional learning across the Center's programming portfolio. Candidates with experience coaching or facilitating professional learning for K-12 district or state agency leaders, combined with a strong understanding of instructional service implementation, should apply. Approximately 50% of this role is dedicated to direct coaching of SEAs, LEAs, and providers throughout the OBC process, from initial exploration through implementation and evaluation. The remaining 50% supports the design, facilitation, and evaluation of professional development, workshops, and learning modules for district leaders, OBC coaches, and other stakeholders. Our ideal candidate has a track record of coaching adult learners through change management, a keen understanding of K-12 district and state agency environments, and an entrepreneurial, can-do approach to solving problems in partnership with the field.

Requirements

  • Bachelor's degree in education, instructional design, curriculum development, or a related field required
  • 3–5 years' experience in professional development design and facilitation
  • Coaching or consulting with district-level leaders, with direct experience in the K-12 education sector required
  • Demonstrated experience coaching adult learners, including district, state agency, or provider leaders, through change management processes
  • Strong understanding of K-12 district and state agency environments, including instructional service implementation
  • Strong understanding of adult learning principles and instructional design
  • Excellent oral and written communication skills, with the ability to build trust and credibility with diverse stakeholders
  • Proficiency in Google Workspace and/or Microsoft Office Suite
  • Strong problem-solving skills; comfortable taking calculated risks
  • Must be able to travel occasionally (approximately 10–20% of the time) to support site visits, convenings, and partner engagements

Nice To Haves

  • Master's degree preferred
  • Experience with outcomes based contracting, performance-based procurement, or contract management preferred
  • Background working in an educational product/service provider organization, state education agency, or school district preferred
  • Experience designing competency-based or micro-credentialing programs preferred
  • Familiarity with learning management systems (LMS) and educational technology preferred
  • Familiarity with Salesforce and/or Monday.com preferred

Responsibilities

  • Provide direct one-on-one and group coaching to SEA, LEA, and provider leaders throughout the OBC process, from initial exploration through implementation and evaluation
  • Guide district and provider leaders through the change management process necessary for successful OBC implementation
  • Coach district and provider teams to engage in continuous improvement methodologies that strengthen implementation effectiveness and partnership
  • Help SEAs and LEAs establish systems for tracking progress against contracted outcomes and support data-informed adjustments
  • Serve as a trusted point of contact for coaching-related questions and problem-solving support for districts, providers, and state agencies
  • Design, implement, facilitate, and evaluate professional development training for district leaders, OBC coaches, and other stakeholders
  • Facilitate workshops, webinars, and training sessions for SEAs, LEAs, providers, and other stakeholders
  • Support the development and implementation of asynchronous learning modules
  • Support the development of credentialing, badging, and certification programs
  • Design and facilitate professional development for high-impact convenings, including District Site Visits, Partner Visits, and Summer Institute
  • Identify opportunities to enhance capacity for and understanding of outcomes based contracting among SEAs, LEAs, and providers
  • Assess the effectiveness of coaching engagements and professional development efforts
  • Use data-driven insights to refine coaching approaches, training materials, and facilitation methods
  • Share lessons learned across districts and providers to strengthen programming over time
  • Develop tools and communication resources for districts, providers, and other stakeholders
  • Foster collaborative relationships across the programming team and with OBC coaches
  • Maintain effective, proactive communication with the Manager of Program Implementation on coaching caseloads, professional learning deliverables, and emerging needs
  • Contribute insights from coaching and facilitation to strengthen program design in partnership with the Manager of Program Implementation
