L3Harris Space and Mission Systems – Intelligence & Cyber has an opening for a Senior Specialist, Government Compliance / Asset Management to join our team of qualified, diverse individuals. The individual will work in a fast-paced environment with high expectations, significantly diverse assignments, and a collaborative team setting. The candidate will have adequate experience and knowledge to expertly perform essential property management functions, and meet the qualifications listed below.

Requirements

  • Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
  • Active Top Secret w/ CI Polygraph
  • Ability to lift/move 30 lbs
  • Ability to travel up to 50% of the time

Nice To Haves

  • Bachelors Degree in Supply Chain, Logistics, or Transportation Management
  • NPMA Certification- Certified Professional Property Specialist, Administrator, Manager or DAU Certification in Industrial Contract Property Management (ICPM) levels I, II, or III.
  • 10 years of experience in federal property or contract property management
  • Contract management knowledge
  • Financial management knowledge specific to financial reporting of equipment and material to general ledgers/sub ledgers
  • Experience as a Government Property Administrator (GPA), or warranted GPA
  • Experience in supply chain management, transportation management, and/or logistics management
  • Working knowledge of contractual requirements related to Government Property Management including FAR Part 45, FAR Subpart 52.245-1, Alt I, Alt II, and 52.245-9.
  • Qualitative and Quantitative skills to support reporting and metric creation and implementation, data analysis skills including familiarity with Microsoft Excel formulas, charts and pivot tables
  • Visio experience in creating and validating process flows for procure-to-pay (P2P) or acquire-to-retire (A2R)

Responsibilities

  • Provide asset management customer service to the Division in support of FAR 52.245-1 outcomes/elements
  • Conducts physical inventories
  • Manage the asset management records database, including accurate input of new records and updates to existing records
  • Ensure tracking and retention of audit artifacts
  • Perform identification activities
  • Prepare property and financial management documentation
  • Contributes to preparation of asset management reports, including data for financial reports, physical inventory results, lost equipment, self-assessment results and additional reports
  • Analyze the Division's asset portfolio to identify areas for potential re-utilization or increased utilization of assets to reduce capital expenditure
  • Interfaces with customers, auditors, senior management and other internal stakeholders for all asset management matters
  • Participate in internal and external audits
  • Responsible for providing guidance and training to company personnel on the application of business system processes, interpretation of laws and regulations and compliance requirements
  • Evaluate overall asset management program effectiveness
  • Identify and correct process deficiencies and propose solutions for continuous improvement
  • Participate in tool standardization and solution development initiatives
  • Provides experience in both material and equipment experience under SFFAS 3, SFFAS 6, and FAR part 45 can perform as dual equipment and material manager at decentralized sites.
  • Evaluate overall asset management program effectiveness.
  • Extensive experience in the Procurement Integrated Enterprise Environment (PIEE).
