This position is based in Charleston, SC with travel required for customer engagement, capture activities, and program execution. Chugach Government Solutions is seeking a Senior Software Engineer to lead both technical delivery and software-related business development efforts in support of DoD and federal customers. This role is critical to building CGS’s software capability—spanning capture, proposal development, architecture design, and initial program execution. The ideal candidate will operate at the intersection of engineering, capture, and leadership, helping shape opportunities while ensuring successful technical delivery in secure government environments.

Requirements

  • U.S Citizen
  • Bachelor’s degree in computer science, Engineering, or related field (or equivalent experience)
  • Ability to obtain and maintain a DoD Secret clearance (TS/SCI preferred)
  • 5–10+ years of software development experience, including federal/DoD programs
  • Experience supporting capture, proposals, or technical solutioning in a government contracting environment
  • Strong proficiency in languages such as Java, Python, C#, or JavaScript
  • Experience with cloud platforms (AWS GovCloud, Azure Government, etc.)
  • Familiarity with RMF, NIST 800-53, and ATO processes
  • Experience with microservices, APIs, and modern software architecture
  • Must be able to successfully pass a pre-employment background check and pre-hire drug test.

Nice To Haves

  • Active DoD security clearance
  • Experience with DevSecOps, CI/CD pipelines, and containerization (Docker/Kubernetes)
  • Knowledge of Zero Trust architecture
  • Experience supporting Air Force, Navy, or C4ISR systems
  • Prior role in building or scaling software capability within a federal contractor

Responsibilities

  • Lead the technical volume on government proposals, including technical approach, staffing plans, and past performance narratives for software-relevant opportunities
  • Support capture efforts by attending customer meetings, industry days, and giving agency briefings as the firm’s technical representative
  • Monitor the federal contracting pipeline (e.g., SAM.gov, FPDS, internal BD pipeline) and identify software opportunities aligned with CGS contract vehicles and customer relationships
  • Identify and evaluate teaming partners to fill capability gaps and support teaming strategy through proposal execution
  • Design and present cloud architectures, DevSecOps pipelines, and modernization strategies to government stakeholders
  • Translate complex technical solutions into clear mission values aligned with customer objectives
  • Ensure alignment with DoD cybersecurity requirements, including RMF and ATO processes
  • Provide technical leadership across solutioning, system design, and engineering best practices
  • Lead software delivery teams as contracts are awarded; establish Agile delivery processes appropriate for government program environments
  • Contribute hands-on during early execution phases, including architecture, code review, and system design, prior to full team build-out
  • Collaborate with cross-functional teams (cybersecurity, network engineering, infrastructure) to deliver integrated solutions
  • Ensure compliance with secure coding standards and DoD policies (e.g., STIGs, NIST frameworks)
  • Build a cleared talent bench ahead of contract awards; define first-hire profiles and recommend hiring triggers to leadership
  • Support workforce planning aligned with pipeline growth and contract execution needs
  • Mentor junior engineers and help establish a scalable software engineering practice
  • Report to senior leadership on practice progress, pipeline health, and strategic positioning
  • Provide recommendations on capability development, investment areas, and competitive positioning
  • Support long-term growth of CGS’s software and digital services portfolio
