About The Position

The City of San José Housing Department is a leader in the production of affordable housing. Its mission is to strengthen and to revitalize our community through housing and community development programs. The Housing Department has an operating budget of approximately $119 million annually and 112 employees, the Department administers multiple local, state, and federal funds. The Housing Department is committed to creating and supporting a diverse work environment with a staff that values inclusion. The City of San Jose's Housing Department is currently recruiting for one (1) Senior Shelter Compliance Officer (Senior Development Officer). The Senior Shelter Compliance Officer position is part of the Homeless Response Division and will be assigned a wide range of responsibilities. The position will oversee activities and programs within the Homeless Response Division, which focuses on the City's expansive response to homelessness. This includes managing programs offering individuals and households experiencing homelessness with street-based services, crisis response interventions, and housing-based solutions, as well as engaging the broader City community regarding homelessness and homeless encampments.

Requirements

  • Bachelor’s Degree from an accredited college or university in Planning, Housing, Geography, Economics, Business Administration, Public Administration, Political Science, Sociology or related field and five (5) years of increasingly responsible professional level, directly related work experience, including two (2) years of supervisory or development project lead experience.
  • Possession of a valid State of California driver’s license is required.

Responsibilities

  • Supervising Development Officers.
  • Overseeing property management and maintenance for Housing Department-owned properties.
  • Serving as the Housing Department's liaison to other City departments.
  • Coordinating prevailing wage compliance for interim housing projects.
  • Managing maintenance and rehabilitation of City-owned hotels, motels, interim housing sites, and emergency housing communities
  • Reviewing property conditions, prioritizing repair projects, and ensuring timely completion of maintenance work.
  • Working with contractors, consultants, property managers, and City departments to address facility issues.
  • Monitoring project budgets, schedules, and contract performance.
  • Ensuring regulatory compliance with local, state, and federal housing requirements.
  • Drafts memorandums, reports, and prepares presentation material for Department leadership.
  • Develop and monitor program budgets.
  • Track expenditures and funding sources.
