About The Position

Responsible for providing overall leadership, direction, and oversight of the Senior Services program, ensuring effective program operations, quality service delivery, fiscal accountability, regulatory and contractual compliance, and achievement of departmental goals. This position is responsible for strategic planning, budget and grant administration, staff leadership, program performance and quality improvement, funding development, and oversight of services across all counties of operation.

Requirements

  • Bachelor's degree in Social Services, Gerontology, Business Administration, Nonprofit Management, or a related field from an accredited college or university.
  • Minimum of five (5) years of experience in senior services, social services, nonprofit administration, program management, grants management, or a related field, with demonstrated experience in program operations and administration.
  • Minimum of three (3) years of supervisory or management experience, preferably overseeing multiple programs, locations, or service delivery areas.
  • Demonstrated experience developing and managing program budgets, monitoring expenditures, and maintaining fiscal accountability.
  • Demonstrated experience with grant administration, contract management, regulatory compliance, and preparation of required programmatic and financial reports.
  • Experience working with federal, state, and/or local government funding agencies and administering publicly funded programs.
  • Experience preparing for and responding to programmatic, fiscal, and/or regulatory monitoring reviews.
  • Knowledge of programs and services available to older adults and an understanding of the needs and challenges facing the aging population.
  • Valid Florida driver’s license and be insurable by company’s current insurance carrier.
  • Must have the ability to travel between program locations and attend community and funding agency meetings as required.
  • Subject to federal, state and local legal requirements/background checks/clearance for working with vulnerable populations.
  • Use of arms, hands, and fingers are constant.
  • Good eyesight (with corrective device) and good hearing (with corrective device) are essential.
  • Sitting, talking, walking, handling, use of depth perception and driving are frequent.
  • Light (up to 20 lbs.) lifting, stretching/reaching, grasping, and kneeling are occasional.
  • Personal computer, telephone, copy machine facsimile, other related office equipment, and a vehicle.

Responsibilities

  • Provides overall leadership, direction, and oversight of the Senior Services Department, including program operations, administration, fiscal management, billing, contractual compliance, staffing, service delivery, and achievement of departmental goals and objectives.
  • Directs and oversees the operation of Senior Services programs across all counties of operation, ensuring services are effectively delivered, meet identified community needs, and comply with applicable organizational, state, and federal requirements.
  • Provides leadership and supervision to Senior Services management and program staff; establishes performance expectations, conducts performance evaluations, supports professional development, and promotes accountability and high-quality performance.
  • Develops, implements, and monitors departmental goals and strategic initiatives consistent with You Thrive Florida's mission, organizational priorities, contractual requirements, and the evolving needs of older adults.
  • Develops, administers, and monitors program budgets for General Revenue, Older Americans Act, and other Senior Services funding sources for each county of operation.
  • Works collaboratively with the Finance Department to monitor expenditures, revenues, billing, financial performance, contract budgets, amendments, and annual contract updates to ensure fiscal accountability and compliance with funding requirements.
  • Ensures compliance with all applicable local, state, and federal laws, regulations, funding requirements, contractual obligations, program standards, and You Thrive Florida policies and procedures.
  • Completes, reviews, modifies, and submits grant applications and funding proposals to local, state, and federal funding agencies to support the continuation, sustainability, and expansion of Senior Services programs.
  • Identifies and pursues opportunities for programmatic growth and funding diversification, including new grants, contracts, partnerships, services, and other resources that support the department's strategic objectives.
  • Prepares and submits quarterly reports to the You Thrive Florida Board and provides information regarding departmental accomplishments, financial performance, program outcomes, challenges, risks, and future priorities.
  • Oversees the timely and accurate completion of required monthly, quarterly, annual, financial, programmatic, and performance reports for funding agencies, regulatory entities, and organizational leadership.
  • Establishes and monitors quality assurance and performance improvement processes to ensure effective service delivery, accurate documentation, compliance, productivity, and positive outcomes for clients.
  • Monitors program performance and service utilization, utilizing financial, operational, demographic, and client data to identify trends, service gaps, risks, and opportunities for improvement.
  • Drives programmatic best practices and continuous quality improvement throughout Senior Services and ensures effective implementation of evidence-informed and contractually required practices.
  • Leads preparation for annual and periodic funding agency, state, and federal monitoring visits, including coordinating departmental readiness, reviewing documentation, responding to inquiries, and ensuring timely resolution of findings and corrective actions.
  • Oversees the procurement and subcontracting process for Senior Services, including preparation of Requests for Proposals, review and evaluation of submitted bids, selection of qualified subcontractors, and execution and monitoring of service agreements.
  • Monitors subcontractor and vendor performance to ensure compliance with contractual requirements, service standards, reporting requirements, financial requirements, and established performance expectations.
  • Develops and maintains effective relationships with Area Agencies on Aging, Aging and Disability Resource Centers, funding agencies, governmental entities, community organizations, service providers, elected officials, and other key stakeholders.
  • Represents You Thrive Florida and Senior Services at community, funding agencies, professional, governmental, and other relevant meetings, boards, committees, coalitions, and collaborative initiatives.
  • Advocates for the needs of older adults and promotes awareness of Senior Services programs, resources, and community partnerships.
  • Coordinates the Senior Services disaster preparedness and response plan, including continuity of operations, emergency preparedness, and procedures to address the needs of senior clients and staff during emergencies or disasters.
  • Participates in required Area Agency on Aging trainings and other professional development, training, and informational programs necessary to maintain knowledge of applicable regulations, programs, funding requirements, and best practices.
  • Promotes effective collaboration between Senior Services and other You Thrive Florida departments to support coordinated service delivery, efficient operations, fiscal responsibility, and achievement of organizational goals.
  • Ensures appropriate risk management and operational controls are in place within Senior Services and promptly addresses identified concerns, deficiencies, compliance issues, and operational risks.
  • Maintains current knowledge of federal, state, and local legislation, regulations, funding opportunities, and emerging issues affecting older adults and senior service programs, and evaluates their potential impact on departmental operations.
  • Uses and follows all You Thrive Florida policies and procedures, including but not limited to Personnel Policies, Occupational Health and Safety policies, payroll policies and practices, financial policies, and other applicable organizational requirements.
  • Performs other duties and responsibilities as assigned that are consistent with the scope and level of the position.
  • Performs any additional duties as directed or assigned by supervisor/CEO, or other Executive level staff, as long as it doesn’t conflict with the COO’s directives.
