About The Position

Amentum is seeking a Senior Service Agreement Analyst for the Space Force Range Contract (SFRC). This position is eligible for a hybrid telecommuting schedule. The role involves leading the enterprise in establishing and managing a centralized Service Level Agreement (SLA) and Software Asset Management (SAM) capability. This includes managing agreements related to IT business systems, mission system hardware, software licensing, subscriptions, maintenance agreements, and third-party support services. The analyst will be responsible for minimizing costs, forecasting, managing, and tracking various agreements and assets, developing policies and procedures, ensuring compliance, and serving as the primary customer interface for SLA and software asset management matters. The position also involves providing training, reviewing existing agreements, evaluating new solutions, managing the software asset lifecycle, conducting usage reviews, supporting audits, mitigating risks, and presenting executive-level reports.

Requirements

  • Knowledge and experience leading organizational change management initiatives.
  • Strong understanding of Software Asset Management (SAM), IT Asset Management (ITAM), software licensing models, and lifecycle management best practices.
  • Ability to lead cross-functional teams with diverse technical backgrounds in support of process improvement and governance initiatives.
  • Experience analyzing software licensing agreements, vendor contracts, maintenance agreements, and subscription models.
  • Strong procurement, vendor management, negotiation, and contract administration skills.
  • Ability to work independently and collaboratively in a fast-paced, mission-critical environment.
  • Demonstrated leadership, diplomacy, and the ability to influence stakeholders across multiple functional areas.
  • Excellent written and verbal communication skills, including the ability to brief executive leadership, customers, and program managers.

  • Advanced proficiency with Microsoft Office Suite, including Excel, PowerPoint, and reporting tools.
  • Bachelor's degree in Supply Chain Management, Business Administration, Information Technology, Project Management, or a related field, or equivalent combination of education and experience.
  • 8+ years of experience in supply chain management, procurement, software asset management, IT asset management, logistics, contracts administration, subcontract administration, or project management.
  • Experience managing software licenses, subscriptions, maintenance agreements, and enterprise software assets.
  • Experience performing market research, price analysis, software licensing evaluations, and Commercial Item Determination (CID) techniques.
  • Experience preparing requests for quotes (RFQs), requests for proposals (RFPs), statements of work (SOWs), and acquisition documentation.
  • Experience evaluating procurement bids, software agreements, vendor proposals, and contract requirements.
  • Experience supporting software audits, compliance reviews, asset management programs, or governance initiatives.
  • Experience interacting with software vendors, resellers, suppliers, and service providers.
  • Ability to obtain and maintain a DoD Secret Security Clearance.
  • U.S. Citizenship required.
  • Valid U.S. Driver's License required.

Nice To Haves

  • Master's degree in Engineering, Information Technology, Business Administration, or Project Management preferred.
  • Experience working within government, aerospace, defense, or highly regulated environments preferred.
  • Previous experience working with Federal Acquisition Regulations (FAR), including contract modifications, period of performance extensions, excusable delays, and change notifications preferred.
  • Relevant certifications such as CSAM, ITIL, Certified Professional in Supply Management (CPSM), PMP, or related certifications are preferred.

Responsibilities

  • Lead the enterprise in establishing and managing a centralized Service Level Agreement (SLA) and Software Asset Management (SAM) capability.
  • Minimize the cost of SLAs, software licensing, maintenance agreements, subscriptions, and other recurring costs.
  • Forecast, manage, and track software licenses, subscriptions, SLAs, maintenance agreements, and third-party support costs.
  • Develop and maintain policies, processes, and procedures for SAM, ITAM, SLA governance, and supply chain management.
  • Ensure compliance with software licensing agreements, maintenance contracts, and vendor terms and conditions.
  • Serve as the primary customer interface for SLA and software asset management matters.
  • Provide training, process documentation, and workflow development for inventory and asset management systems.
  • Review existing SLAs, software licensing agreements, maintenance contracts, and support subscriptions.
  • Evaluate and recommend solutions for new service agreements, software acquisitions, licensing models, cloud subscriptions, and modernization efforts.
  • Manage software asset lifecycle activities including acquisition, deployment, utilization, renewal, reassignment, optimization, and retirement.
  • Conduct software usage and consumption reviews.
  • Coordinate and support software vendor audits, internal compliance reviews, and asset verification activities.
  • Work closely with management to identify and mitigate potential challenges.
  • Provide input on project risks and opportunities.
  • Develop and present executive-level reports, dashboards, and briefings.
  • Present information in formal settings to customers, senior leadership, and stakeholders.
  • Provide support across procurement, contracts, and subcontract administration functions.
  • Perform other duties as assigned.
