About The Position

BRMi is seeking an experienced Senior Technical Project Manager / Scrum Master to lead complex, enterprise-level technology initiatives in a fast-paced, high-urgency environment. This role requires a highly motivated self-starter with a strong work ethic, technical understanding, and the ability to connect individual project objectives to broader organizational goals. The position is responsible for driving initiatives from concept through delivery by establishing project scope, aligning cross-functional stakeholders, managing dependencies and risks, and ensuring successful execution. The ideal candidate combines strategic thinking with hands-on project leadership and demonstrates a strong sense of urgency, accountability, and focus on measurable business outcomes. Hybrid in Vienna, VA, Pensacola, FL, or Winchester, VA. In-person interviews will be required for this role.

Requirements

• 15+ years of experience managing complex projects or programs.
• Minimum of 5 years of experience managing projects within Agile delivery environments.
• Minimum of 5 years of experience managing projects using traditional Waterfall delivery methodologies.
• Minimum of 10 years of experience working within a large enterprise organization with more than 5,000 employees or within the Federal Government.
• Extensive experience leading complex, multi-team technology initiatives in fast-paced environments.
• Demonstrated experience working with and influencing executive-level stakeholders to achieve project objectives.
• Hands-on experience using Azure DevOps (ADO) for backlog management, work tracking, sprint management, and delivery reporting.
• Strong understanding of Agile methodologies, Scrum practices, PI planning, sprint execution, and backlog management.
• Demonstrated ability to lead cross-functional technical teams and drive execution across multiple workstreams.
• Experience developing and managing project plans, schedules, milestones, budgets, risks, dependencies, and deliverables.
• Demonstrated ability to proactively identify risks, remove blockers, facilitate decisions, and maintain delivery schedules.
• Strong critical-thinking, analytical, and problem-solving skills.
• Ability to make sound, data-informed decisions while navigating ambiguity and competing priorities.
• Exceptional written and verbal communication skills.
• Strong executive-level communication, facilitation, and stakeholder management skills.
• Demonstrated ability to work effectively in demanding, high-urgency environments while managing multiple priorities.
• Project Management Professional (PMP) certification required.
• Certified ScrumMaster (CSM) or SAFe Scrum Master certification required.

Responsibilities

• Lead end-to-end delivery of complex technical projects and programs across multiple cross-functional teams.
• Lead projects within Agile delivery environments, including PI planning and sprint execution.
• Partner with Product Owners, technical leads, development teams, and stakeholders to establish and align backlog priorities.
• Facilitate Agile ceremonies, including sprint planning, daily stand-ups, sprint reviews, and retrospectives.
• Utilize Azure DevOps (ADO) to manage work items, maintain backlogs, track progress, and monitor delivery metrics.
• Ensure backlog grooming, sprint planning, and task tracking activities are maintained accurately in Azure DevOps.
• Develop and maintain comprehensive project plans, schedules, milestones, deliverables, dependencies, and success measures.
• Coordinate project activities and drive accountability to ensure commitments are delivered on schedule.
• Manage project and program deliverables to support completion within established scope, schedule, and budget.
• Maintain a strong focus on project outcomes and measurable business value.
• Proactively identify project risks, dependencies, constraints, and potential blockers and develop appropriate mitigation strategies.
• Identify, communicate, escalate, and resolve cross-organizational issues that may impact project or program success.
• Analyze complex project challenges and determine effective paths forward.
• Drive timely decisions and maintain momentum when navigating ambiguity or competing priorities.
• Challenge assumptions and facilitate discussions that clarify objectives and improve project outcomes.
• Serve as a central coordination point between project teams, leadership, executives, and other stakeholders.
• Build strong cross-functional partnerships and maintain alignment and transparency throughout project execution.
• Communicate project status, progress, risks, dependencies, decisions, and outcomes to appropriate stakeholders.
• Facilitate discussions with project teams and executives to drive consensus and timely decision-making.
• Mentor and guide team members to support effective project and program execution.
• Perform other duties as assigned.
