About The Position

The Senior Director of Children’s Residential Programs (Woodlands) is responsible for overseeing program operations and ensuring the quality and effectiveness of services provided across all residential settings. This position supervises Residential Directors and ensures all programs remain compliant with applicable licensing requirements, accreditation standards, regulations, and agency policies. The Senior Director is responsible for monitoring and standardizing management systems across all residential homes to ensure consistency, operational efficiency, and delivery of high-quality care. This role also promotes positive outcomes, safety, and overall well-being for youth in care.

Requirements

  • Master’s degree from an accredited college or university
  • Minimum 5 years’ experience in youth residential treatment, child welfare, behavioral health, or related human services settings.
  • Minimum 5 years in senior management or executive leadership roles.
  • Excellent communication, crisis management, and conflict-resolution skills
  • Extensive knowledge and experience in the development/implementation of effective systems which address licensing/accreditation/regulations across residential homes required.
  • Must be able to lift a minimum of 50 pounds, be agile, physically pursue clients on foot, physically restrain (with appropriate training), bend, squat, reach, push up and stand for several hours at a time.
  • Must possess a current/valid Driver’s License, an acceptable Motor Vehicle Record (MVR) as mandated by Woods’ insurance company, and successfully complete SMITH driver training.
  • Prior to employment, medical certification and clearances are required.

Responsibilities

  • Ensures compliance with Pennsylvania Department of Human Services (DHS), OCYF licensing standards and accreditation standards.
  • Monitors Woodlands operating budget within Residential Services. Ensures sound fiscal management and accountability.
  • Ensures implementation of evidence-based and best-practice programming.
  • Ensures Regulatory Compliance, Quality Assurance and Accreditation compliance.
  • Provides weekly supervision and observations
  • Oversees implementation of corrective action plans and quality improvement initiatives.
  • Ensures implementation of policies and procedures that are aligned with federal, state, and local regulations; as well as company practice.
  • Reviews and analyzes program performance metrics and outcome data.
  • Manages program budgets in collaboration with finance leadership.
  • Monitors staffing ratios, utilization, and operational efficiency.
  • Ensures accurate reporting, documentation, and data management practices.
  • Ensures staff development & supervision
  • Ensures staff receive ongoing training related to trauma-informed care, crisis intervention, child welfare, behavioral health, and safety practices.
  • Promotes employee engagement and positive workplace culture.
  • Ensures compliance with risk management & safety
  • Ensures safe environments for youth and staff across all residential settings.
  • Oversees incident review processes, crisis response protocols, and emergency preparedness plans.
  • Monitors compliance with safety standards, medication management, restraint reduction initiatives, and reporting requirements.
  • Maintains professional/ethical relationships with all employees, clients, parents, relatives, agencies, etc. and facilitates effective working relationships between Residential Services employees and other departments throughout the organization.
