About The Position

The Ministry of Mental Health and Addiction is transforming Alberta’s health system to the Alberta Recovery Model, which adopts a recovery-oriented approach for addiction and mental health. A recovery-oriented system of care is a coordinated network of personalized, community-based services for people at risk of or experiencing addiction and mental health challenges. It provides access to a full continuum of services and supports, from prevention and intervention to treatment and recovery. The vision is for every Albertan to have the opportunity to pursue recovery and live a healthy and productive life. The Ministry also liaises with the office of the Alberta Health Advocates and Recovery Alberta. This role offers the opportunity to apply advanced analytics to issues that matter to the mental health and addiction system in Alberta. Reporting to the Manager of the Business Intelligence team, the Senior Research & Data Analyst provides advanced analytical expertise to support evidence-based decision-making related to addiction and mental health. This role is responsible for analyzing, interpreting, and transforming complex health and non-health data into meaningful information products that inform policy, planning, monitoring, and performance management activities across the Ministry.

Requirements

  • University degree in a related field such biostatistics, health economics, health informatics, public health, clinical sciences, or a related field.
  • Minimum of four (4) years of progressive experience analyzing and managing health data or health information, including the use of quantitative and qualitative analytic methods.
  • Demonstrated experience using statistical and analytic tools (such as SQL, SAS, R, Python, Power BI) to extract, analyze, and visualize large and complex datasets.
  • Demonstrated experience interpreting complex data and preparing analytical reports, dashboards, or presentations to support policy development, business planning, or decision-making.

Nice To Haves

  • Knowledge of the addiction and mental health system, including relevant legislation, policies, programs, or performance frameworks.
  • Experience reviewing toxicology data or identifying emerging substance-related trends in health or population-level data.
  • Experience leading or coordinating analytic or data-driven projects, including developing work plans, and managing timelines.
  • Experience working with linked datasets or integrating non-health data sources with health administrative data.

Responsibilities

  • Extracting, analyzing, and interpreting large and complex health administrative datasets related to addiction and mental health, including population demographics, disease prevalence, health system utilization, and outcomes.
  • Reviewing health administrative data, case files, and toxicology data to identify substance-related toxicity and emerging trends in the unregulated drug supply and briefing leadership on new and emerging issues.
  • Designing and delivering high-quality analytical products such as statistical tables, contextual reports, comparative analyses, maps, and data visualizations to support evidence-based decision-making.
  • Developing, maintaining, and enhancing dashboards and other visualization tools to support timely access to key mental health and addiction indicators.
  • Leading and contributing to analytic projects, including coordinating virtual research teams, establishing methodologies, managing timelines, and responding to complex information requests.
  • Collaborating with internal and external stakeholders, including other ministries and agencies, to collect, link, and interpret supplementary data to address complex policy and system questions.
  • Providing expert advice on data interpretation, analytic methodologies, data limitations, and value-for-money considerations to clients and senior leadership.
