The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders. Northeast Florida State Hospital (NEFSH) is a 706-bed, licensed mental health treatment facility that provides person-centered services to adults suffering from severe and persistent mental illness. The hospital, located in Macclenny, was established in 1959 and is the largest state operated civil treatment facility.

Requirements

  • Licensure as a Registered Professional Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 210-8.27
  • Three years of professional nursing, psychiatric nursing or nursing instruction experience.
  • Registered Nurse nursing experience requires a RN license for the specified years.
  • Knowledge of nursing principles, practices and techniques.
  • Knowledge of human anatomy and physiology.
  • Ability to work with patients having a variety of physical problems.
  • Ability to supervise people.
  • Ability to determine work priorities, assign work and ensure proper completion of work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.

Nice To Haves

  • A bachelor's degree from an accredited college or university in nursing or nursing education can substitute for one year of the required experience.
  • A master's degree from an accredited college or university in nursing, psychiatric nursing or nursing education can substitute for two years of the required experience.

Responsibilities

  • Acts as hospital-wide nursing house supervisor on assigned shift to make administrative decisions on policies, procedures, and standards affecting nursing care to ensure that civil or forensic residents receive prescribed treatment.
  • Provides for minimum coverage within the hospital.
  • Monitors nursing care for injured residents and employees.
  • If necessary, obtains medications from Pharmacy after hours with assistance of the on-call physician.
  • Reviews and develops policies and procedures related to outpatient care, treatment, and medication administration.
  • Evaluates and conducts training of staff as necessary.
  • Holds meetings, communicates expectations, etc.
  • Develops work schedules and monitors leave and attendance to reduce controllable expenses.
  • Ensures standards for nursing care meet guidelines established in 65E5FAC.
  • Supervises nursing personnel.
  • Holds regular meetings with subordinates to communicate expectations, job performance, and policy and procedure changes.
  • Evaluates performance of subordinates on an on-going basis, including time and attendance, and provides individual feedback quarterly or as needed.
  • Holds corrective counseling conferences as needed.
  • Develops work schedules for nursing staff and monitors leave and attendance to help reduce controllable expenses associated with overtime.
  • Schedules in-service training for subordinates.
  • Administers non-appealable disciplinary action and recommends appealable disciplinary action.
  • Interviews and recommends nursing applicants for hire.
  • Responsible for orientation of new nursing personnel.
  • Responsible for various audits such as medication, Quality of Life, chart reviews, and medication error investigations to ensure a safe and secure environment.
  • Monitors and evaluates nursing service to ensure compliance with established standards, procedures, policies and memorandums.
  • Makes and distributes laboratory, radiology, EEG, and EKG reports for unit.
  • Monitors drug administration on assigned wards.
  • Monitors assigned wards for medical equipment, supplies and safety hazards.
  • Conducts informal training within assigned wards to stress program goals and objectives.
  • Consults with the Registered Nurse Consultant regarding new programs, activities, problems, and standards of performance.
  • Provides consultation to other departments to improve treatment planning and psychiatric function for residents.
  • Responsible for attendance and participation of various meetings such as treatment team, morning meeting, SRNS meetings twice monthly, and daily shift report on wards.
  • Serves on committees as assigned.
  • Provides input to policies and procedures as necessary to enhance information and improve continuity of care.
  • Ensures optimum customer satisfaction by identifying and investigating problems affecting nursing care.
  • Reports such problems to Registered Nurse Consultant or designee.
  • Assists in planning new approaches to rehabilitative care of residents and implements new approaches to reduce length of stay.
  • Performs related duties as required to include being placed in coverage as necessary to enhance cost efficiency.
