About The Position

The Senior Recruiter II leads the development/design/delivery of effective talent acquisition and diversity strategies, plans and programs for a portfolio and acts as a subject matter expert in own area of expertise. This role is focused on a highly specialized portfolio of the greatest complexity, works autonomously and is accountable for acting as a lead within a specialized function, potentially providing work direction to others. The role provides seasoned specialized knowledge, advice, and/or guidance to various stakeholders and team members, with a scope that may have enterprise impact. The focus is on medium-term issues (e.g., 6-12 months), and the individual undertakes and completes a variety of complex projects and initiatives requiring specialist knowledge and/or the integration of cross-functional processes within their area of expertise.

Requirements

  • Undergraduate degree
  • 7+ years related experience
  • Expert knowledge of recruiting and employment practices
  • Knowledge of federal and state employment laws
  • Extensive recruiting experience in an HR setting or agency required
  • Expert interviewing experience required
  • Proven ability to influence and hire candidates in highly competitive situations
  • Expert ability to develop optimal relationships with associates, hiring managers and executive management
  • Excellent negotiation and facilitation skills
  • Excellent interpersonal relationship skills with the ability to develop relationships of trust, respect and credibility both with the external candidate and the internal customer
  • Computer literacy and proficiency in common PC applications including internet recruitment tools
  • Excellent written and verbal communications skills required
  • Proven ability to source passive candidates and ability to build relationships with potential passive candidates for long term placements
  • Proven experience and ability to create networks and utilize social media
  • Ability to work independently
  • Demonstrated experience in capturing data and building a database of market data

Responsibilities

  • Acts as the Talent Advisor for a designated portfolio, informing talent decisions with acute knowledge of the organization and businesses supported, having deep expertise of external markets with an objective to continuously upgrade talent.
  • Manages end-to-end aspects of the recruitment process / specialized acquisition program.
  • Develops and executes innovative talent strategies, leveraging industry best practices and market data to proactively target qualified active and passive candidates to build a robust pipeline of diverse talent.
  • Advises business leads on talent market gaps and provides insights on alternate practices and opportunities.
  • Executes on determined plans and provides insight/guidance to clients on benefits of approach.
  • Focuses on creating an optimal Hiring Manager and candidate experience throughout the recruiting cycle aligned to TD's customer experience model.
  • Maintains expert knowledge of HR policies, procedures and programs as they relate to recruitment.
  • Cultivates strong relationships with HR partners, HR CoE's and business stakeholders to understand current and future talent needs and provide consultation on optimal sourcing approaches.
  • Maintains, analyzes and leverages accurate recruitment metrics and reporting to inform sourcing and recruitment activities.
  • Consults with hiring managers.
  • Promotes TD brand in the marketplace through developing and maintaining strong candidate and industry networks.
  • Leads advertising and brand activities to attract talent, utilizing internet / intranet / social media and other recruiting tools as appropriate.
  • Represents TD in various recruitment functions as needed.
  • Generally interacts with executive level managers up to and including the most senior management layers.
  • Prioritizes and manages own workload to meet SLA requirements for service and productivity.
  • Adheres to enterprise frameworks or methodologies that relate to activities for the talent acquisition function.
  • Follows and recommends internal and industry regulations and operating practices in completing and recording transactions for either the organization or candidates.
  • Maintains a culture of risk management and control, supported by effective processes in alignment with risk appetite of the Bank.
  • May lead special initiatives by representing TD/ the business internally and externally, as a subject matter expert.
  • Monitors and communicates the effectiveness of plans, programs, and practices related to own area of expertise.
  • Ensures respective programs/policies/practices are well managed, meets business needs, complies with internal and external requirements, and aligns with HR priorities.
  • Conducts internal and external research projects; support the development/ delivery of presentations / communications to management or broader audience.
  • Keeps abreast of and advise the team on emerging issues, trends, and evolving regulatory requirements in the discipline and assess potential impacts.
  • Ensures the prompt and thorough resolution of escalated issues.
  • Participates fully as a member of the team, support a positive work environment that promotes service to the business, quality, innovation and teamwork and ensure timely communication of issues/ points of interest.
  • Provides thought leadership and/or industry knowledge for own area of expertise and participates in knowledge transfer within the team and business unit.
