About The Position

The Senior Records Manager will support DISA's Records and Information Management (RIM) program at Fort Meade, Maryland. This individual leads the modernization, compliance, and day-to-day execution of the agency's records management program, working directly with the DISA Records Officer to ensure records are created, maintained, dispositioned, and transferred in full accordance with federal mandates. The Senior Records Manager applies deep subject-matter expertise in federal records and information management to develop forward-looking RIM strategies, execute comprehensive records inventories, and modernize records disposition schedules for both physical and electronic records. This role is central to the agency's transition to a fully electronic records environment, including digitization, metadata tagging, and management of records within systems such as SharePoint Online. Operating in a secure, mission-critical environment, the successful candidate combines analytical rigor with strong program execution -- developing governances, standard operating procedures, and training while ensuring continuous compliance with National Archives regulations and DoD records management policy. This individual functions as a senior advisor and hands-on practitioner, delivering accurate, timely results with minimal government intervention. This is a full-time, on-site position based at DISA Headquarters, Fort Meade, Maryland, with occasional travel to NARA Archives II in College Park, Maryland. An active Top Secret clearance with SCI eligibility and U.S. citizenship are required.

Requirements

  • Clearance: Active Top Secret clearance with SCI eligibility (favorably adjudicated Tier 5); U.S. citizen.
  • At least 5 years' senior-level experience in federal records and information management (RIM) program support.
  • Proven experience developing records disposition schedules, file plans, and RIM strategic plans in compliance with NARA regulations.
  • Experience supporting the transition to electronic records, including digitization, metadata tagging, and electronic recordkeeping systems.
  • Strong analytical, writing, and briefing skills, including experience developing SOPs, governances, and training materials.
  • Working knowledge of federal records laws and DoD records management policy.

Nice To Haves

  • Prior experience supporting DISA, NARA, or a comparable federal records management program.
  • Familiarity with NARA ERA/ARCIS, SF-135 processing, and SharePoint Online records repositories.
  • Certified Records Manager (CRM), NARA Records Management certification, or equivalent credential.
  • Experience conducting records program assessments, compliance audits, and risk assessments.

Responsibilities

  • Serve as the Senior Records Manager and principal advisor to the DISA Records Officer on records and information management planning, execution, and compliance.
  • Develop and maintain a forward-looking RIM strategic plan that aligns with agency goals and federal mandates, including digitization and modernization objectives.
  • Execute comprehensive records inventories to identify and categorize all agency records regardless of format (paper, electronic, email, social media).
  • Develop and update records disposition schedules to ensure compliance with NARA regulations and applicability to modern electronic record-keeping systems and formats.
  • Support the setup, monitoring, and maintenance of records management repositories and libraries within SharePoint Online (SPO) sites.
  • Create and maintain records management standard operating procedures (SOPs), agency tip sheets, and the records management agency manual.
  • Support the transfer of eligible records to records centers, disposal of temporary records, and timely transfer of permanent records to NARA (including SF-135 processing in ARCIS and scheduling/disposal within the Electronic Records Archive).
  • Develop, deliver, and proctor RIM training to leadership, managers, and staff; organize meetings, take minutes, track actions, and provide program assessments.
  • Ensure agency compliance with federal records mandates (44 U.S.C. Ch. 31 & 33, 36 CFR 1220-1239, 41 CFR 102-193, OMB/NARA M-19-21, DoDI 5015.02) and applicable DISA policy.
