About The Position

The Senior Quality Engineer (Electrical) provides quality oversight and assurance for the Fairfield Energy Center, with primary emphasis on the electrical and instrumentation (E&I) scope. The role maintains and verifies implementation of the Project Quality Management System (QMS) and supports Field Engineering, Supply Chain, and Resident Engineering at the Millersport, Ohio job site. Reporting to the Project Quality Manager under the Quality Specialist job architecture (Grade 26), the engineer leads quality assignments using independent judgment. Some travel may be required. The project is a 1.3 GW simple-cycle power generation facility being constructed adjacent to a hyperscale data center campus. It includes Solar Titan 130 and Siemens SGT800 gas turbines, reciprocating engines, battery energy storage systems, substations, and associated balance-of-plant infrastructure. Construction includes civil, mechanical, electrical, structural, underground utility, control systems, and commissioning work to support phased energization and turnover. Work uses direct-hire and subcontracted labor, modularization, pre-assembly, offsite warehousing, and advanced work packaging. The position requires the physical ability to conduct field inspections, including extensive walking in variable weather, climbing ladders and scaffolding, and working on elevated platforms, uneven surfaces, and in confined spaces. Some lifting may be required. Standard-issued PPE must be used, including electrical-safety PPE such as arc-flash-rated clothing where required, as well as a hard hat, safety glasses, high-visibility vest, and harness.

Requirements

  • Bachelor's degree or international equivalent in Electrical Engineering or a related discipline, or specialized courses in engineering and quality.
  • 8–10 years of relevant experience, or 12–14 years of relevant work experience across engineering, procurement, construction, testing, and commissioning and startup.
  • Electrical/instrumentation background with demonstrated quality experience across HV/MV/LV distribution, switchgear including GIS, transformers and rotating machines, BESS, cable and terminations, grounding, protective relaying, and I&C systems.
  • ISO 9001:2015 Certified Lead Auditor qualification through an IRCA-accredited training course; advanced quality assurance auditor experience and familiarity with ISO 9001 criteria.
  • Technical knowledge of engineering, procurement, construction, inspection, testing, and operations practices sufficient to understand specified and regulatory requirements, including corrective actions for nonconforming conditions.
  • Ability to read and interpret drawings, single-line diagrams, and schematics.
  • Proficiency in communication, mentorship, and on-the-job training.
  • Proficiency with Microsoft software and quality systems such as DevonWay.
  • Demonstrated experience with design controls and verification, process controls, supply chain, construction, startup, and risk management; strong analytical skills to set quality targets and drive improvement.
  • Physical ability to perform field inspections involving extensive walking in variable weather, climbing ladders and scaffolding, and working on elevated platforms, uneven surfaces, and in confined spaces; some lifting may be required.
  • Ability to use required PPE, including electrical-safety PPE where required, hard hat, safety glasses, high-visibility vest, and harness.

Nice To Haves

  • Power generation or similar heavy industrial construction and inspection experience.
  • Familiarity with applicable codes and test practices such as NEC/NFPA 70, NFPA 70E, IEEE, and NETA.
  • Quality certification such as Six Sigma, Lean, or CQM.

Responsibilities

  • Support and verify implementation of the Project Quality Plan, Project QMS, and quality procedures for assigned electrical and instrumentation/control areas across project phases; monitor and report implementation status and effectiveness.
  • Verify materials, workmanship, and specification and code requirements for E&I scopes, including distribution systems, switchgear, transformers, rotating machines, BESS, cable and terminations, grounding and lightning protection, protective relaying, and instrumentation and control systems.
  • Review schedules for timely implementation of the Project Quality Plan.
  • Identify and record quality concerns; initiate corrective actions and manage them to closure in the Closed Loop Corrective Action system using DevonWay.
  • Lead root-cause and causal analyses, implement corrective measures, and verify their effectiveness to prevent recurrence.
  • Develop project-specific quality metrics, analyze surveillance effectiveness, and verify collection and upload of Best Practices and Lessons Learned to DevonWay.
  • Lead QMS orientation and training, mentor assigned personnel, and foster a culture of quality, safety, and teamwork.
  • Support the Project Quality Audit & Surveillance Schedule and independently plan, perform, and document internal and external audits and surveillances of Bechtel, subcontractors, and suppliers.
  • Manage audit and surveillance findings through closure with minimal supervision from the Project Quality Manager.
