About The Position

Serving as a trusted advisor to the Chief of Staff and through extensive collaboration with internal stakeholders, Harris County departments, and community partners, the Senior Public Health Analyst supports the planning, development, coordination, implementation, and reporting of strategic departmental priorities. The Senior Public Health Analyst also analyzes and synthesizes quantitative and qualitative information from various sources to produce actionable reports, memos, presentations, recommendations, and implementation plans. This position works closely with and directly supports executive leadership to align resources, monitor performance, and strengthen effectiveness and efficiency across the organization. The ideal candidate will have excellent communication (verbal, written, and visual), project management, and stakeholder engagement skills and a thorough understanding of how to plan and measure impact through public service.

Requirements

  • Master’s Degree in Public Health, Public Administration, Public Policy or related field
  • Five (5) years of experience in public service, public health, public policy, community planning, or closely related field.
  • Exceptional written and verbal communication skills.
  • Strong project management and stakeholder engagement skills.
  • Ability to organize and work independently on time-sensitive projects.
  • Experience supporting board or governing body planning and preparation.
  • Strong interpersonal skills, professional judgment, and ability to maintain confidentiality.
  • Adaptability and sound decision-making skills in fast-paced, high-visibility environments.
  • Knowledgeable about public health planning and design models, methods, tools, and techniques.
  • Ability to solve a variety of complex problems in the absence of technical guidelines and when creative thinking is required.
  • Ability to conduct research, identify and understand both quantitative and qualitative data, and translate data into information for decision making and recommendations to various audiences.

Responsibilities

  • Develops strong working relationships with internal stakeholders, other county departments, and community partners to develop, implement, and complete action plans for departmental priorities.
  • Manages high-priority projects and strategic initiatives; coordinates cross-functional responses and advises the Chief of Staff and Executive Director on recommended courses of action.
  • Supports the development of executive communications, including memos, policy briefs, presentations, reports, and background materials that synthesize complex data and technical information into clear, actionable insights tailored to diverse audiences.
  • Collects and analyzes quantitative and qualitative data to develop insights and recommendations for executive leadership.
  • Performs other duties as assigned to support the mission, vision, and operational needs of the department, including special tasks involved in responding to an emergency event.
