The Senior Proposal Strategy & Planning Consultant manages and supports pre-proposal work through the handoff to the RFP team. The role supports strategy discussions and workgroups, develops a basic program catalog, and delivers high-quality work products. It manages knowledge-capture databases and prepares, tailors, validates, and maintains pre-release RFP documents and tools, including program catalogs, white papers, and FAQs, while providing quality assurance over pre-release activities and documentation. In collaboration with APP or PDC leadership, the consultant develops and maintains strategy maps, capture plans, win-theme inputs, competitive assessments, risk logs, and executive briefings to support the pre-proposal process and mitigate risk. The consultant manages assigned projects across the proposal development lifecycle, including tracking status and action items, leading workgroups, gathering and interpreting information, escalating unresolved issues and risks, and following projects through closure. The role supports planning and pre-release meetings to identify differentiators, gaps, risks, proof points, and opportunities for innovation. It facilitates knowledge transfer and a warm handoff to the proposal lead, participates in lessons-learned discussions, and contributes to continuous improvement of APP processes, templates, dashboards, and guidance. The consultant analyzes health plan, public, enterprise, prior-RFP, competitor, and stakeholder information to develop actionable recommendations, and collaborates with health plans, Business Development, and other functional areas. Other duties may be assigned, and the position must comply with all policies and standards.
