About The Position

WiredPeople is seeking an experienced, high-caliber Senior Project / Program Manager (PMP) to join our team supporting a premier Florida state agency. In this critical leadership role, you will direct enterprise-level technical initiatives, coordinate multi-disciplinary project teams, and drive the successful deployment of mission-critical systems and software enhancements that support statewide public services. Candidates residing in or near Tallahassee, Florida are preferred for hybrid collaboration; however, remote candidates residing anywhere within Florida state lines are strongly encouraged to apply.

Requirements

  • Current, active Project Management Professional (PMP) certification.
  • A minimum of eight (8) years' experience in all of the following areas:
  • Hands-on experience leading and managing complex technical projects and cross-functional teams to successful completion.
  • Experience developing and maintaining comprehensive project plans, critical paths, and Work Breakdown Structures (WBS).
  • Experience facilitating complex stakeholder meetings, producing thorough meeting documentation, and managing cross-team coordination.
  • Experience preparing and presenting detailed status reports, dashboards, and briefings tailored for steering committees, agency executives, and legislative bodies.
  • Experience managing project budgets, performing cost analysis, and conducting cost-benefit evaluations.
  • Experience with systematic risk identification, issue tracking, mitigation strategy design, and resolution.
  • Daily hands-on experience leveraging Microsoft Project or comparable enterprise project management tools.
  • Demonstrated success delivering technology projects on schedule, within approved budgets, and according to strict technical specifications and user requirements.
  • Experience managing project oversight, with explicit expertise in IV&V activities and independent review processes.
  • Experience directing and executing User Acceptance Testing (UAT) methodologies, test scenarios, and validation documentation.
  • Must be able to successfully complete a Level 2 criminal history record check, including fingerprinting, administered by the client agency prior to starting.

Responsibilities

  • Provide comprehensive project management oversight for complex technical and IT initiatives, guiding projects through all phases of the system development and project lifecycle in accordance with agency policies.
  • Build, maintain, and continually refine detailed project plans and Work Breakdown Structures (WBS) to ensure on-time, within-scope delivery; submit project artifacts and plans to project leadership upon request.
  • Proactively track, baseline, and manage project schedules, milestones, resource burn rates, and technical performance metrics.
  • Lead and mentor multidisciplinary teams comprising technical specialists, developers, and business operational staff to foster high team performance and accountability.
  • Strategically plan, allocate, and adjust project resources across competing priorities and active work streams.
  • Facilitate seamless communication and foster trusted relationships across internal program divisions, technical teams, executive leaders, external users, and customer stakeholder groups.
  • Guarantee the integrity, rigor, and compliance of all project documentation and artifacts by upholding established PMI standard methodologies.
  • Partner directly with program offices to elicit, define, and document business and technical requirements; collaborate on user interface screen layouts and wireframes for new systems and feature enhancements.
  • Perform analytical research on current and target IT architectures; generate precise work estimates, technical feasibility assessments, and labor projections for system enhancements and new development.
  • Coordinate and oversee system acceptance testing, perform validation on system modifications against user requirements, and facilitate comprehensive User Acceptance Testing (UAT) sessions with business program staff.
  • Author and curate comprehensive technical documentation, including architectural diagrams, business process workflows, and process flowcharts.
  • Formulate and present transparent, executive-level system status updates, milestone implementation reports, and analytical research to satisfy queries from agency leadership, steering committees, or legislative bodies.
  • Lead productive cross-functional meetings with technical and operational personnel, producing timely agendas, meeting minutes, and tracked action items.
  • Conduct in-depth analysis of IT workflows to identify operational efficiencies; collaborate with contract leadership to uncover and implement cost-saving initiatives (such as identifying and resolving recurring system errors across enterprise platforms).
  • Ensure continuous adherence to State of Florida IT governance rules (Rule Chapters 60GG-2 and 60GG-5, Florida Administrative Code) and strictly maintain state data security and confidentiality protocols.
