About The Position

The NYC Mayor’s Office of Environmental Remediation (OER) designs and implements the City’s brownfield cleanup and redevelopment initiatives. Foremost among these is the NYC Voluntary Cleanup Program (NYC VCP), the nation’s only municipally-run cleanup program, which offers remedial oversight and liability protection to property owners and developers of over 250 sites each year. Brownfields are sites where redevelopment is complicated by the presence of contamination, including from prior site uses, historic fill, or chemical spills. The office manages the NYC Clean Soil Bank, a municipally-run soil exchange that directs clean soil from construction sites to projects across the city that need it. OER’s clean soil stockpile provides NYC construction projects with no cost disposal of clean soil and provides clean soil to City and private projects as well as community gardens at no cost. OER also supports Community Brownfield Planning Areas and administers the Brownfield Incentive Grant (BIG) program, which provides funding for the investigation and cleanup of brownfield sites as well as grants to community-based organizations conducting planning around brownfields. Additional OER programs and initiatives include the E-Designation Program for hazardous materials, air quality, and noise; Green Property Certification; and community engagement activities.

Requirements

  • A valid New York State Professional Engineer License and four years of full-time experience in environmental engineering.
  • A master's degree in environmental engineering from an accredited college will be accepted as equivalent to one year of the full-time experience in environmental engineering.
  • Individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.

Responsibilities

  • Reporting to the Director, manage individual development projects which includes the review and approval of plans, site investigation reports, remedial action work plans and final remedial action reports on a schedule prepared by a development team and their environmental consultant. A senior project manager ensures that a project will meet environmental requirements on a development team’s project schedule.
  • Implement applicable laws and regulations and policy to meet Mayor’s Office and PlaNYC strategic environmental, remedial and engineering goals.
  • Become fluent in all OER Environmental Quality programs (NYC VCP, E-Designation Hazmat, Noise and Air) and other OER Programs including JumpStart, BIG Grants, Brownfield Partnership, Green Team, Green Property Certification, SPEED, EPIC, Clean Soil Bank, and be prepared to provide assistance and answer questions from public.
  • Lead communications with development teams, the general public, elected officials, the press and other city agencies in accordance with OER and Mayor’s Office policies.
  • Oversee and review work products produced by Project Managers, create and present learning or training opportunities for Project Managers on specialized complex environmental engineering projects.
  • Inspect, and participate in field sampling and remediation, and oversee engineering activities.
  • Review and oversee the Site Management Plans for projects. Report and recommend changes based on continual review of inspection findings. Signs and seals engineering and other official documents.
  • Prepare original proposals and complex reports regarding unique environmental engineering and remediation matters.
  • Maintains databases and archives established by OER management for oversight of programs.
