About The Position

Responsible for the coordination, management, and compliance of assigned projects. Provide direction and oversight to project managers. Ensure program success by staying on time, within budget, and meeting performance measures. This requisition expires on November 9, 2026, but may close earlier if the position is filled prior to the expiration date.

Requirements

  • Bachelor's Degree from an accredited college or university in Civil Engineering, Construction Management, or a related field; and, Five (5) years' experience in construction and capital project management; and, One (1) year supervisory or management experience, OR Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
  • Knowledge of pertinent Federal, State, and Local Government legislative processes, codes, and laws.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources.
  • Knowledge of advanced project management principles, including the ability to manage multiple projects of diverse scope and budget.
  • Skill in moderate problem solving; identifying moderate-to-complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Skill for ensuring continuous improvement in processes, relationships, and cost savings.
  • Skill at the intermediate level, working with Microsoft Office 365, and other software systems to complete work.
  • Skill in providing exceptional service to internal and external customers.
  • Skill in interpersonal relationships, including using tact, patience, and courtesy.
  • Ability to work independently to manage multiple work tasks while balancing competing priorities with attention to detail and in a fast-paced environment.

  • Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)
  • Must pass a drug test, driver's license check, criminal history background check, and social security number verification.
  • Project Management Professional (PMP) Certification must be obtained within eighteen (18) months of being promoted to the role.

Responsibilities

  • Lead and participate in the administration audit review of assigned Capital Projects; ensure compliance with contract/agreement requirements through audit and process improvement.
  • Supervise and oversee programs, projects and work assigned to project managers; provide guidance on the prioritization of work, review and validate all materials prepared by direct reports, and individual project documents, as needed.
  • Serve as functional lead for ongoing management and maintenance of the City of Denton project management software system; assist with the development of division goals, key performance metrics and policies.
  • Assist leadership with the evaluation of current processes; participate in the development and implementation of new and revised processes to ensure division programs and projects are delivered efficiently and meet expected outcomes.
  • Draft and prepare documents, including but not limited to, letters, memorandums, correspondence, manuals, spreadsheets, presentations.
  • Assist internal and external stakeholders with information about the status of capital infrastructure construction and any project concern(s); when necessary, communicate directly to address concern with appropriate written, verbal, or in-person follow-up.
  • Attend and participate in a variety of meetings, plan and/or review schedules and meeting agendas, and prepare and deliver presentations.
  • Lead for the selection of solicitation methods for projects in collaboration with appropriate internal and external stakeholders; responsible for the establishment of evaluation committee(s) to final review and communication of committee determination.
  • Act on behalf of the Deputy Director of Capital Projects, as needed.
  • Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
  • Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.
