Report to the Program Manager, Client Services, the Sr. Project Manager, Children's Services, is responsible to provide expert professional advice, guidance, analysis, and support that establishes, maintains, and improves the provision of high-quality management information, reports, and effective business processes for management decision-making, planning and control. Provide direction, leadership and guidance to multi-disciplinary project teams and to manage the design, integration and implementation of complex solutions. To lead and implement large, multi-stakeholder and cross-unit projects by providing strategic oversight, implementing evidence-informed approaches, driving innovation, ensuring alignment with Divisional and Corporate policies and mandate.

Requirements

• Post-secondary education in Information Technology, Computer Science or a related discipline, combined with a professional designation such as Project Management Professional (PMP) or Change Management Professional Certification, or an equivalent combination of education, professional certification and experience.
• Considerable experience in project management and program development within human services, including managing multiple assignments, setting priorities and implementing business solutions that address operational and client needs.
• Considerable knowledge and skill in value stream mapping, business process methodology, data collection and analysis to enhance service delivery for children and families.
• Considerable experience supervising project staff, including the ability to coach, motivate and coordinate staff activities.
• Considerable experience evaluating program and service delivery in a human services environment, including quality assurance, risk management and best practices.
• Ability to take initiative, work independently, lead projects and collaborate effectively with staff, business partners and clients to advance unit priorities.
• Ability to develop and present communications for senior leadership, including briefing notes, project roadmaps, future-state analysis and status updates.
• Proficiency using Microsoft Excel, Word and PowerPoint; experience with data visualization software such as Microsoft Power BI is an asset.
• Ability to effectively handle day-to-day labour relations matters and support a productive, collaborative team environment.
• Ability to support performance outcomes, service objectives and customer service levels through evidence-informed analysis and continuous improvement approaches.
• Thorough knowledge of the legislation and policies governing the planning, funding and delivery of child care, programs and services for families.
• Superior interpersonal, verbal, presentation and negotiation skills, with a successful track record of building credibility and consensus among senior stakeholders.

Responsibilities

• Provides strategic advice on management control tools, reporting, performance measurement data, best practices, program and service reviews.
• Provides business advice, including cost-benefit analysis, trend analysis and risk assessments, to support strategic and operational planning and decision-making.
• Identifies issues and develops reports, analyses, frameworks and evaluation mechanisms to support financial, resource and service management decisions.
• Design and perform quantitative and qualitative data analyses using appropriate methodologies to support service and program evaluation.
• Conducts research in assigned areas, considering sector developments, corporate policies and practices, legislation and initiatives by other levels of government.
• Applies risk assessment and risk management techniques to advise on controls, strategies, systems and sound business practices.
• Develops terms of reference, project plans, review methodologies and assignments, and leads cross-divisional teams to address divisional priorities.
• Leads cross-functional teams of technology and business experts on multiple business transformation projects and initiatives.
• Provides direction, leadership and guidance to multi-disciplinary project teams in the design, integration and implementation of complex solutions.
• Monitors and evaluates in-year expenditures and performance against approved budgets and performance measures.
• Reports on variances and recommends mitigation strategies to support accountability and effective resource management.
• Assesses resource requirements, training needs and operational controls to support informed management decision-making.
• Develops clear documentation, project updates and analysis to support transparency, accountability and evidence-informed decisions.
• Coordinates and prepares briefing notes, staff reports and other materials for divisional management, business partners and governing bodies.
• Contributes to divisional best practices in project management, change management and business process transformation.
• Supervises assigned project staff, promoting effective teamwork, communication, high-quality work, continuous learning and strong organizational performance.
• Coaches, motivates and coordinates staff activities, and handles day-to-day labour relations matters as required.
• Cultivates a positive, inclusive and high-performing service delivery culture.
• Build partnerships with business partners across the division to design, implement and measure innovative, technology-driven change initiatives.
• Partners with other divisions and corporate I&T on strategic initiatives and inter-divisional projects, promoting best practices and championing a culture of innovation.
• Demonstrates leadership that reflects organizational values of diversity, equity and inclusion.
