About The Position

The Commonwealth of Pennsylvania is seeking a Senior Project Manager to lead the implementation and enhancement of large, critical IT projects for the Department of Drug and Alcohol Programs (DDAP). Key initiatives include iSMART / Training Management System (TMS) replacement and continued support of the Web Infrastructure for Treatments (WITS) product. The Project Manager will drive projects from planning through implementation, ensuring delivery on schedule, within budget, and in accordance with business, technical, and quality requirements.

Requirements

  • 7–9 years of relevant Project Management experience
  • Active PMI PMP certification for a minimum of 5 years
  • Candidate must provide/upload a copy of the active PMP certification
  • Current Pennsylvania resident at the time of submission
  • Must be able to work onsite in Harrisburg at least 1 day per month, with additional onsite work as required

Nice To Haves

  • Experience implementing SaaS solutions
  • Strong, demonstrable background in Public Health, particularly Drug and Alcohol Programs

Responsibilities

  • Lead high-priority and strategic Commonwealth technology projects from planning through implementation.
  • Manage project scope, schedule, budget, resources, milestones, and deliverables.
  • Develop and maintain detailed Project Management Plans and Project Schedules.
  • Manage projects across the full lifecycle, including planning, analysis, design, development, testing, and implementation.
  • Develop estimates and adjust project plans based on resources, timelines, and project requirements.
  • Track project progress, milestones, budget, risks, issues, and dependencies.
  • Maintain RAID Logs and develop risk mitigation strategies through closure.
  • Manage Change Management Plans, scope changes, and project documentation.
  • Develop Communication Plans and Deliverables Matrices.
  • Prepare and distribute weekly status reports and project metrics.
  • Present project status, recommendations, and proposals to senior leadership and stakeholders.
  • Coordinate with Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams.
  • Facilitate collaboration between business stakeholders, IT teams, vendors, and suppliers.
  • Coordinate system testing, training, orientation sessions, peer reviews, and quality assurance activities.
  • Ensure compliance with HHS DC IT PMO methodologies, standards, and procedures.
  • Mentor less experienced project management staff as needed.
  • Serve as the primary point of contact for project-related issues and resolutions.
  • Deliver presentations and support continuous process improvement initiatives.
