About The Position

Cumming Group is seeking a Senior Project Manager to support public works projects in Los Angeles, CA. The Senior Project Manager will be responsible for leading, delivering, and aligning master planning and real estate portfolio strategy on behalf of our public works client. This role requires experience in capital and master planning, feasibility, design development, institutional real estate portfolio strategy, and finance. The company is a fast-growing project and cost management consultancy with a diverse project portfolio and global presence.

Understanding of such matters as entitlements, EIRs, finance, and public relation implications of proposed physical plans.
Bachelor's degree in Architecture, Urban Planning, Real Estate Development, Civil Engineering, Construction Management, Business or related field.
A minimum of ten (10) years of experience in facility assessment of department, site, and/or campus operational and service delivery needs to determine physical space requirements, develop planning options, and a recommended master plan to meet operational and service goals of users.
A minimum of ten (10) years of direct experience and/or oversight of consultants to plan future disposition of existing, vacant, and underutilized buildings.
A minimum of ten (10) years of master planning experience for large institutional facilities or large master planned commercial areas or residential communities.
A minimum of ten (10) years of experience in programming, planning, budgeting, scheduling, prioritization, development, renovation, and adaptive re-use of public agency facilities.
A minimum of ten (10) years of complex scope development and assessment of properties for physical attributes, followed by facility recommendations for possible future uses, priorities, and phasing.
Experience in conducting or managing consultants to perform market analysis and real estate development proformas.
Experience in space programming, planning, and master planning for facilities that serve the public, such as libraries, hospitals and clinics, public safety facilities (detention, fire stations), community service centers, etc.
Experience in due diligence and site analyses of both improved existing facilities and unimproved properties.
Able to evaluate redevelopment opportunities for vacant and underutilized properties.
Able to formulate strategies that increase the flexible use of assets.
Experience working with contractors, regulatory authority, and vendors such as FF&E personnel.

Nice To Haves

Professional experience working on County/ Municipal/State Government projects.
Licensure in Architecture, Civil Engineering, and/or Real Estate.
CPM, LEED, PMP, CCM, and/or DBIA Professional Accreditations.

Responsibilities

Manage consultant teams to deliver complex, strategic master plans and planning projects, including those with community, municipal, and other stakeholder engagement, in close collaboration with Board offices.
Research to assess end-user, facility and property improvement needs, constraints, risks, and means of integration of project functions within the framework of ongoing County activities.
Collaborate with project shareholders, and both internal and external resources during due diligence, development of scope of work, options development, conceptual cost estimates, and determination of master plan phasing.
Effectively manage shareholder expectations during project planning, while anticipating concerns and developing associated contingency plans.
Produce project status reports, with maintenance of complete and accurate files suitable for audit purposes on all projects.
