About The Position

This position is within the Department of Emergency Services and Telecommunications (EST). The role involves managing major functions, developing policies, procedures, strategy, and plans pertinent to the management of assigned functions/programs. The Senior Project Manager will oversee all aspects of Emergency Management programs, including Emergency Services Information Technology systems. Responsibilities include compiling data, analyzing information, preparing reports, and making recommendations for process improvement or cost reduction. The role also involves preparing presentations, providing information to various stakeholders, ensuring contract/vendor compliance, investigating complaints, and resolving issues. The Senior Project Manager will supervise and provide technical assistance to staff, guide training, and serve as the lead for assigned projects. Additionally, the role may involve fiscal management and administrative functions such as budget management, payroll, accounting, inventory control, employee records, and personnel matters. This is a HMEA position with 40 hours per week, including a 5% in lieu of overtime salary adjustment.

Requirements

  • Bachelor’s Degree from an accredited college with major coursework in Public Administration, Business Administration, Economics, Public Policy, Emergency Management, Computer Science, Criminal Justice, or a closely related field.
  • Five (5) years of full-time, responsible professional direct experience working in a Public Safety Answering Point (PSAP), or Emergency Communications Center (ECC) including work significantly related to project management in a public safety venue.
  • Must possess and maintain a valid Driver’s License.
  • Must possess and maintain an NCIC/COLLECT Certification.
  • Must possess or complete the Certified Public Safety Communication Center Manager course from APCO, or the Center Manager Certification Program from NENA within one (1) year of appointment.
  • Must possess or complete the Emergency Number Professional (ENP) course from NENA within one (1) year of appointment.
  • If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, and a background check.
  • If appointed, you will serve 3-12 months of probation.

Nice To Haves

  • Experience with Computer Aided Dispatch (CAD), Next Generation 911 (NG911), and Land Mobile Radio (MLR) systems are preferred.
  • In the absence of a four-year degree, full-time, professional direct experience in the specific area of assignment may be substituted for the above educational requirement on a basis of one year of experience for each year of the educational requirement.
  • May be required to obtain additional certifications or complete additional trainings.
  • Preferably be a bona-fide resident of the City of Hartford at the time of application.
  • Preferential Points may be given to Eligible Veterans.
  • State of Connecticut Telecommunicator Certification and Project Management Professional (PMP) Certification designation.

Responsibilities

  • Prepares presentations, including written and graphic information.
  • Provides information to other departments, City administration, City Council, and other entities.
  • Ensures contract/vendor compliance with defined goals, requirements, and targets by monitoring programs/services.
  • Investigates complaints and resolves issues that may arise.
  • Supervises and provides technical assistance to staff members in preparing tactical and action plans for projects.
  • Provides guidance, training, and education in a variety of topics related to upcoming or ongoing projects.
  • Serves as the lead for all projects as assigned and coordinates activities of the assigned program.
  • May oversee fiscal management and/or administrative functions of the department, including budget management, payroll, accounting functions, inventory control, maintenance of employee records, and handling personnel related matters such as hiring, worker’s compensation, personnel actions, and grievances.
