About The Position

The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a highly qualified candidate for the position of Project Manager IV, reporting to the Director of Strategy and Performance within MCS Operations. The department delivers infrastructure for both the managed care and fee-for-service delivery models within Texas Medicaid, one of the largest healthcare programs in the country, serving approximately 4 million Texans. MCS is driven by its mission to deliver high quality, cost-effective services to Texans. The Project Manager leads and coordinates a wide range of operational, strategic, and improvement-focused initiatives that support the goals of the Medicaid Operations division. This position manages traditional projects while also serving as a problem-solving and operational improvement lead for emerging issues, special assignments, and cross-functional initiatives. The Project Manager independently researches operational challenges, scopes projects, coordinates stakeholders, develops implementation strategies, tracks outcomes, and measures project impact. Projects may include process improvement initiatives, workforce development activities, policy implementation support, operational readiness efforts, legislative coordination, and other strategic priorities. This position requires a highly resourceful and self-directed professional who can work across teams and organizational levels to drive measurable improvements in operational performance, coordination, and service delivery.

Requirements

  • Bachelor’s degree from an accredited college or university. Relevant work experience in project management, operations, process improvement, healthcare administration, public administration, business administration or related field. Experience and education can be substituted for each other on a year for year basis.
  • At least five years of experience managing projects, operational initiatives, or process improvement efforts.
  • Experience with operational improvement, workflow analysis, or organizational performance initiatives.

Nice To Haves

  • Smartsheet experience preferred.
  • Experience in healthcare, Medicaid, public sector operations, or healthcare administration preferred.
  • Active Project Management Professional certification issued by the Project Management Institute (PMI) or a comparable certification from a recognized authority.
  • Lean Six Sigma certification, Green belt level or higher.

Responsibilities

  • Lead, plan, organize, coordinate, and monitor projects and operational initiatives from initiation through completion, ensuring deliverables, timelines, risks, and stakeholder expectations are effectively managed.
  • Maintain organized project documentation, process improvement records, meeting records, action items, and project artifacts in accordance with organizational standards, operational needs, and project management best practices.
  • Support operational excellence initiatives by analyzing workflows, identifying improvement opportunities, identifying root causes for operational issues, and developing metrics to measure project effectiveness and operational impact of improvement efforts.
  • Facilitate collaboration and communication across operational teams, leadership, policy staff, clinical staff, vendors, and other stakeholders to support project success and operational alignment.
  • Perform other duties as assigned to support operational priorities, strategic initiatives, and organizational objectives.
