About The Position

The mandate of the Rail Construction Program is to transform, develop, grow and sustain Ottawa’s Light Rail Transit Systems as a component of the City of Ottawa’s overall transportation and mobility strategy. You are responsible for managing total project delivery of the construction works of the Stage 2 Light Rail Transit (LRT) project within the City’s Rail Construction Program. This includes overseeing works associated with multiple phases of the project, such as early works, design, construction, demolition, rehabilitation, testing, commissioning, closeout, turnover to clients, warranty and maintenance. You will participate in planning, prioritization and risk management, and perform a key role in site coordination and communication. You will ensure compliance with all construction contract requirements, interface with contractors, consultants and external stakeholders, monitor, track and report on project status, perform site visits, and review submittants and payment requests. Additionally, you will develop, plan, schedule and implement construction oversight and inspection programs to assess the performance, quality and progress of the Stage 2 LRT project construction works. You will direct and supervise in-house inspection staff in their day-to-day functions, including training, planning assignments, dispatching personnel, providing technical direction and support, reviewing work, approving field reports, participating in hiring and performance reviews, and following up on concerns raised in the field. You will also retain and manage external consultants (independent testing laboratory, surveyors, etc.) as needed. Furthermore, you will provide expertise on quality control/assurance, expert technical advice, and propose solutions. You will demonstrate strong knowledge of project requirements, construction codes and standards, and good industry practice, and maintain close communication with contractors and external stakeholders to ensure issues are promptly resolved.

Requirements

  • Completion of 4 year university degree in Mechanical, Civil, Electrical or Structural Engineering, or Architecture, from a recognized university.
  • Minimum of 8 years of professional experience in the discipline of planning, design and construction of projects, including a minimum of 5 years construction project management experience.
  • Current engineering, accessibility and building renewal planning, design, construction and rehabilitation methods and practices
  • Related national, provincial and engineering codes and standards, including legislation, regulations, codes and by-laws pertaining to design, construction, environmental assessment, health and safety, accessibility, project management pertaining to Ontario Building Code, Accessibility for the Built Environment, Occupational Health and Safety Act, Canadian Green Building Council, Leadership in Energy and Environmental Design (LEED), Environmental Assessment Act, Ontario Fire Codes, etc.
  • Processes for developing quote calls, RFQs and RFPs including the tendering process with regard to acceptance, review and selection of bids/tenders and consultant proposals
  • Current construction materials, methods, processes and practices; carrying out construction work site inspections for the purpose of resolving project on-site problems and accepting/rejecting contractor’s work
  • Application of the principles of project management including concepts pertaining to work breakdown structures, cost containment/control and reporting of complex, multi-year, multi-discipline, high dollar value projects
  • Computer applications pertaining to project management, spreadsheet, word processing, e-mail, internet and SAP
  • Protocols for preparing reports, briefings and other communiqués pertaining to public consultation and in response to senior management/councillor inquiries
  • Prepare complex, formal RFQs and RFPs; review, analyze and recommend acceptance of proposals
  • Manage concurrent complex, high dollar value and often highly sensitive projects and bring projects to completion on time and on budget
  • Manage concurrent activities with consultants, contractors and other levels of government and external agencies
  • Must possess the training, experience and knowledge to organize the work and its performance
  • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
  • English oral, reading, writing
  • A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated
