About The Position

The Transportation Services department is responsible for providing a holistic transportation hub focused on addressing the planning, implementation, operations and delivery of all modes of transportation in the City of Ottawa. You serve as the department’s specialist for major projects and are responsible and accountable for organizing, directing, coordinating and supervising the implementation of business and technology solutions. The projects are highly complex; of multi-million dollar value; may have a high profile with the public; are a departmental/corporate priority; may involve significant risk; are often composed of several sub-projects; and may extend over multiple years. These projects include major capital asset related projects, i.e., new capital asset acquisition and lifecycle projects; and other related complex, unique projects. You provide consulting services to the department and the branch in the areas of project management, business analysis, process review, and the implementation of redesigned processes and new technology solutions/processes/applications needed to support or expand business operations for the Transportation Services Department. You lead project teams through contracted service providers, consultants and/or assigned teams of staff. Under delegated authority, you are responsible for all phases of project delivery from project inception through tendering/consultant selection/award, assembling of project teams, project implementation, monitoring, tracking and reporting on project status, vetting all project expenditures, and presenting completed results. Once the capital project is complete, you are responsible for ongoing monitoring relative to lifecycle maintenance or for overseeing the transition/turnover to the operational support team. You direct the implementation of project strategies and project work, and manage the financial and human resources related/assigned to the project. You also participate in the hiring of internal and external consultants by preparing the Request for Proposal and/or Statement of Work.

Requirements

  • Completion of a 4-year university degree in Engineering, Architecture, Public Administration, Business Administration, Management Information Systems or related field with a concentration in project planning and management.
  • Minimum of 7 years of progressively responsible experience in the management of complex transportation-related projects, business analysis, and project/policy development.
  • Directly related experience managing project human resources, including external consultants.
  • Experience working with project budgets/financial processes.
  • Project Management Professional (PMP) or equivalent certification.
  • Knowledge of the issues/principles involved in the provision of large IT projects.
  • Knowledge of transit operations and trends.
  • Understanding of how various transit operating processes and data collection systems impact transit planning, operations, revenue, and client service.
  • Understanding of asset acquisition/lifecycle management of major transit assets, programs and processes (e.g., IT systems, automated systems, messaging/communications systems, lifecycle planning, construction/renovation of major capital assets).
  • Knowledge of business process re-engineering and business improvement techniques.
  • Knowledge of principles of project management, including cost containment/control and reporting; cost benefit analysis and techniques.
  • Knowledge of the process for developing Request for Qualifications & Requests for Proposals, including acceptance, review and selection of consultants.
  • Knowledge of software testing methodologies and tools.
  • Knowledge of supply management and procurement processes, including developing RFPs/RFSOs/RFQs, tendering, contracting work and oversight of consultants.
  • Knowledge of project design, development, implementation, and evaluation methods/techniques.
  • Knowledge of protocols for developing submissions, briefings, and major reports.
  • Knowledge of processes for preparing project and division budgets.
  • Training, experience, and knowledge to organize work and its performance.
  • Familiarity with all applicable health and safety legislation, potential or actual workplace hazards, and appropriate actions to ensure staff health and safety.
  • Proven ability to work independently and collaboratively.
  • Ability to supervise, lead, coach, support, train and motivate staff, integrate external consultants, coordinate work, and manage quality, scheduling, and completion in a complex, unionized, fast-paced environment.

Responsibilities
