About The Position

The Kina'ole Family of Companies is seeking a highly experienced Senior Project Controls Analyst to support Department of Defense (DoD) construction and Operations & Maintenance programs. This role is responsible for establishing, maintaining, and enforcing robust project control systems across multiple contracts, ensuring accurate cost tracking, schedule visibility, and financial integrity in support of program execution.

Requirements

  • Minimum 10 years of project controls experience within DoD contracting environments.
  • At least 5 years of direct experience supporting construction or construction-type projects.
  • Demonstrated experience with Work-In-Progress (WIP) accounting and reporting.
  • Strong working knowledge of Firm Fixed Price (FFP) and Time & Materials (T&M) contract types.
  • Proven ability to support project setup, cost tracking, and monthly reporting cycles.
  • Experience working directly with Project Managers and program leadership in execution environments.
  • Strong understanding of job cost accounting, revenue recognition, and project financial controls.

Nice To Haves

  • Experience with Cost Plus (CP) contracts.
  • Familiarity with DoD financial compliance requirements and audit processes.
  • Experience with enterprise project controls or Enterprise Resource Planning (ERP) systems.

Responsibilities

  • Monitor and track all Task Orders issued under Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.
  • Maintain a detailed log of balances against each TO.
  • Ensure proper alignment of project costs to the correct TO and funding source.
  • Provide regular reports to management on TO/Project status, burn rates, and available capacity.
  • Assist in project cost control, including labor, materials, and subcontractor charges.
  • Support month-end and quarterly financial reporting requirements.
  • Provide variance analysis against budget and forecasts.
  • Maintain accurate project documentation for audits and compliance reviews.
  • Work closely with Project Managers, Finance, and Contract Administration to ensure consistent billing practices.
  • Support compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and company policies.
  • Participate in monthly project reviews and internal audits and provide supporting documentation as required.
  • Lead project controls activities across assigned DoD programs in close coordination with Project Managers.
  • Perform full lifecycle project setup, including Work Breakdown Structure (WBS), cost coding structures, and baseline establishment.
  • Develop, maintain, and analyze monthly financial and project performance reports, including cost, revenue, and gross profit tracking.
  • Manage and validate Work-In-Progress (WIP) reporting and reconciliation processes.
  • Monitor project cost performance, identifying variances, risks, and corrective actions.
  • Support forecasting activities, including revenue burn, cost projections, and gross margin analysis.
  • Ensure compliance with contractual requirements, internal controls, and DoD financial reporting standards.
  • Partner with PMs to ensure accurate job cost tracking, billing alignment, and change order integration.
  • Provide actionable insights to leadership on cost trends, margin risk, and project health.
  • Support audit readiness and documentation requirements as needed.
