The Senior Project Controls Analyst supports large, complex projects with significant lab-wide impact by applying Project Management and Earned Value Management (EVM) principles in compliance with DOE Order 413.3B. This role is responsible for developing and maintaining the Work Breakdown Structure (WBS), building integrated project schedules, planning and sequencing work packages, resource loading, and tracking performance throughout the project lifecycle.

Requirements

  • 10 or more years directly related experience
  • Experience with earned value, project scheduling and financial system processes related to project management
  • Experience utilizing project scheduling software (e.g. Primavera, Project, Open Plan, Artemis).
  • Bachelor's Degree business, finance, accounting, management information systems or related field
  • Strong knowledge in interpretation, execution, and application of project management theories, principles, and techniques for cost and schedule control systems
  • Self-motivated problem solver with excellent analytical skills.
  • Considerable knowledge of all cost and schedule related activities, (e.g. Work Breakdown Structure, sequencing, resource loading and other controls).
  • Considerable knowledge of project management functions and computerized performance measurement systems for cost and schedule.
  • Knowledge of Project Management system requirements and practices, preferably within a DOE environment.
  • Strong skills in developing, cultivating, and maintaining internal and external working relationships.
  • Ability to perform independent variance analysis.
  • Knowledge of risk management and analysis.
  • Sound leadership and mentoring skills.
  • Considerable knowledge of Microsoft Office and advanced Excel functions.
  • Maintains professionalism and accuracy while supporting interruptions in a dynamic working environment.
  • Strong organizational skills and ability to effectively multi-task and prioritize in a fast paced environment.
  • Ability to create, document, implement, and continuously improve organization specific project controls policies, procedures, workflows, and tools.
  • Ability to develop project plans, reports, and presentations in compliance with corporate and customer standards and provide expert and timely guidance to project teams on actions to resolve cost, schedule, or capability variances.
  • Ability to create and deliver organization specific project controls training to include document templates and guides.
  • Ability to create and distribute frequent communication to enhance organization awareness of project controls best practices, and lessons learned.
  • Ability to organize, recruit, select, orient, train, schedule, and performance manage additional project control analysts.
  • Ability to perform all duties with absolute protection of confidential, proprietary, and sensitive information.

Responsibilities

  • Collaborate with CAMs to build and maintain project schedules, integrate scope and resources, and manage cost and performance baselines.
  • Monitor progress, resolve issues, and maintain schedule and cost control throughout the lifecycle.
  • Collect and integrate project data, analyze performance and cost impacts, run what‑if scenarios, update plans and schedules, maintain variance analysis, track issues, and ensure accurate reporting and on‑time delivery of all project data.
  • Maintain a strong partnership with the EIC Project Team and BNL Project Controls staff to ensure all Jefferson Lab responsibilities are accurately represented and integrated within the EIC Project EVMS.
  • Collaborate to develop robust processes for the Project Controls Analysts to accurately predict future variances and provide possible plans to avoid them.
  • Oversees the analysis of variances from each EIC analyst.
  • Initiate and track project change requests, identify schedule or cost risks, and alert managers early with recommended solutions to avoid negative impacts.
  • Contribute to the development of the organization’s project management/earned value policies.
  • Maintains functional proficiency through training and participation in professional certifications.
