About The Position

The Project Control Analyst will be responsible for planning, tracking, analyzing, and reporting on assigned Department of Defense (DoD) contracts, task orders, and internal projects. This role involves developing and evaluating cost proposals, coordinating financial inputs from various teams, and supporting monthly program financial reviews. The analyst will establish and maintain project cost baselines, WBS, EACs, and forecasts, while developing financial models for contract execution and resource planning. Key functions include labor planning, funding analysis, burn rate monitoring, and variance analysis. The position also supports Earned Value Management (EVM) processes, develops reporting procedures, and prepares cost narratives and BOE documentation for proposals. A strong understanding of government regulations (FAR, DFARS) and experience with cost and price analyses of subcontractor proposals are essential. The role requires proficiency in Costpoint and Unanet, and knowledge of various government contract types. Maintaining confidentiality of sensitive information is critical.

Requirements

  • Currently holds an active U.S. national security clearance or be able to receive and maintain one.
  • Bachelor's degree in Finance, Accounting, Business Administration, Economics, or a related field, plus 3–5 years of experience in project controls, pricing, program finance, or government contracting. Equivalent experience may be substituted in lieu of education.
  • Experience supporting Department of Defense (DoD) contracts and proposals.
  • Working knowledge of government contract types, including CPFF, T&M, FFP, IDIQ, and Task Order environments.
  • Demonstrated understanding of FAR, DFARS, and government proposal compliance requirements.
  • Experience preparing cost proposals, BOEs, cost narratives, and pricing models for government solicitations.
  • Experience supporting DCAA and DCMA audits, reviews, or customer data requests.
  • Proficiency with Deltek Costpoint and Unanet, including project setup, labor reporting, forecasting, project accounting, and financial analysis functions.
  • Advanced Microsoft Excel skills, including pivot tables, lookup functions, complex formulas, financial modeling, and data analysis.
  • Proficiency with Microsoft Office Suite (Word, PowerPoint, Outlook, and Teams).
  • Knowledge of indirect rate structures, including Fringe, Overhead, G&A, and Fee calculations.
  • Strong analytical skills with the ability to identify issues, interpret complex financial data, and develop practical solutions.
  • Excellent verbal and written communication skills, including the ability to present financial and program performance information to management and customers.
  • Strong organizational skills with the ability to manage multiple programs, proposals, and competing priorities simultaneously.
  • Ability to work independently and collaboratively in a fast-paced government contracting environment.
  • Ability to exercise sound judgment, maintain confidentiality, and implement best practices.
  • Must be customer-focused and capable of adapting to evolving program and proposal requirements.
  • Ability to work extended hours when required to support proposal submissions, contract deadlines, and program reviews.

Responsibilities

  • Plan, track, analyze, and report on assigned Department of Defense (DoD) contracts, task orders, and internal projects.
  • Develop, analyze, evaluate, coordinate, and prepare cost proposals in response to Requests for Proposal (RFPs), Requests for Information (RFIs), and other government solicitations.
  • Coordinate financial inputs from Program Managers, Control Account Managers (CAMs), Finance, Contracts, Procurement, and Business Development teams.
  • Support monthly program financial reviews, including revenue, funding, backlog, expenditures, labor utilization, variance analysis, and forecast reporting.
  • Consolidate budgets, expenditures, forecasts, headcount, funding, and staffing plans for program management leadership reviews.
  • Establish and maintain project cost baselines, Work Breakdown Structures (WBS), Estimates at Completion (EACs), and project forecasts.
  • Develop and maintain financial models to support contract execution, resource planning, forecasting, indirect cost planning, and proposal pricing activities.
  • Perform project controls functions including labor planning, funding analysis, burn rate monitoring, contract ceiling tracking, and variance analysis.
  • Support Earned Value Management (EVM) processes and reporting, ensuring compliance with company procedures and customer requirements.
  • Develop and implement reporting procedures to evaluate project performance, contract deliverables, funding status, and work-in-progress valuation.
  • Prepare cost narratives, Basis of Estimate (BOE) documentation, cost volume support materials, and pricing summaries for government proposals.
  • Interpret and apply applicable government regulations, including FAR, DFARS, and agency-specific requirements related to cost and pricing.
  • Review labor categories, labor rates, indirect rates, subcontractor quotes, travel estimates, material costs, and other direct cost elements for accuracy, completeness, and compliance.
  • Conduct detailed cost and price analyses of subcontractor and vendor proposals and supporting documentation.
  • Generate detailed proposal pricing using approved estimating methodologies, indirect rates, and pricing strategies.
  • Participate in proposal reviews, fact-finding, pricing strategy discussions, and customer audits as required.
  • Support contract negotiations by providing pricing analyses and cost-related documentation.
  • Assist with audit support activities, including DCAA and DCMA requests, incurred cost submissions, proposal audits, and financial data calls.
  • Utilize Costpoint and Unanet to support project setup, labor and cost tracking, forecasting, reporting, and proposal development activities.
  • Apply working knowledge of government contract types, including Cost-Plus-Fixed-Fee (CPFF), Time-and-Materials (T&M), Firm-Fixed-Price (FFP), and Other Transaction Authority (OTA) agreements.
  • Maintain strict confidentiality of proprietary, financial, and procurement-sensitive information.
  • Perform other duties as assigned.
