About The Position

COMPA Industries is searching for qualified candidates for an onsite Senior Project Construction Manager position supporting mission-critical construction and capital projects at the Savannah River Site in Aiken, South Carolina. The Senior Project Construction Manager will manage all aspects of construction projects and maintenance activities across multiple complex, multimillion-dollar projects critical to Savannah River Site operations. This position is responsible for managing the physical construction of assigned projects and maintenance orders while ensuring that each activity is completed safely, within approved cost and schedule requirements, and in compliance with applicable technical, contractual, quality, and regulatory standards. The selected candidate will provide senior-level leadership throughout the full project lifecycle, including conceptual design, construction planning, acquisition strategy, subcontract development, field execution, turnover, startup, and project closeout. Safety is a primary responsibility in every activity. The Senior Project Construction Manager must make safety an integral part of each task and take the necessary steps to stop work when continuing the activity would be unsafe or create an unsafe condition.

Requirements

  • A bachelor's degree in a technical discipline and 15-17 years of practical construction experience; OR An associate degree and 17-19 years of practical construction experience; OR A high school diploma and 19-21 years of practical construction experience.
  • Extensive experience managing complex, multimillion-dollar construction projects.
  • In-depth knowledge of construction management, cost control, scheduling, and subcontract administration.
  • The ability to develop, evaluate, and implement construction strategies and execution techniques.
  • Comprehensive knowledge of project management and tactical-level project planning.
  • Experience supporting operations, maintenance, project startup, construction management, or construction subcontract activities.

Responsibilities

  • Manage the physical construction of assigned projects and maintenance activities.
  • Ensure construction work is completed safely, within budget, and according to schedule.
  • Maintain primary responsibility for project safety, quality, cost, schedule, and technical performance.
  • Manage multiple complex construction projects critical to Savannah River Site operations.
  • Develop construction execution strategies for major capital projects.
  • Develop acquisition strategies for subcontracted construction and design-build contracts.
  • Support the development, negotiation, administration, and execution of large construction contracts.
  • Provide occasional oversight of major construction subcontract execution.
  • Establish and control project cost, schedule, and technical baselines.
  • Monitor project performance and identify deviations from approved baselines.
  • Develop and implement corrective-action and recovery strategies.
  • Provide construction input during conceptual design, detailed design, constructability reviews, Title II support, field execution, turnover, and completion.
  • Lead construction strategy reviews, design reviews, risk assessments, and project execution planning sessions.
  • Assign and manage exempt personnel, field resources, technical personnel, and matrixed staff.
  • Coordinate with project controls, engineering, procurement, operations, maintenance, supervision, quality assurance, and subcontract administration teams.
  • Optimize manpower, sequencing, resources, and construction efficiency.
  • Establish and maintain project goals, priorities, performance standards, and construction-management expectations.
  • Direct review boards and project teams in developing construction strategies and execution plans.
  • Develop and maintain subcontract functional policies, procedures, and guidelines.
  • Support the development and standardization of construction subcontract documents.
  • Analyze complex construction problems involving technical, organizational, contractual, financial, or operational issues.
  • Develop innovative alternative strategies to support the early achievement of project milestones.
  • Perform construction risk analyses and establish priorities for corrective actions.
  • Exercise decision authority when defining and approving corrective-action strategies.
  • Initiate and deliver concise and accurate oral and written presentations to internal and external stakeholders.
  • Communicate construction status, schedule changes, cost impacts, technical issues, organizational concerns, and new execution approaches.
  • Manage professional and nonexempt employees, including career development, motivation, performance reviews, and work assignments.
  • Provide leadership and guidance to project managers, supervisors, technical representatives, and construction personnel.
  • Ensure consistent application of construction-management standards and practices.
  • Ensure compliance with DOE requirements, Savannah River Site procedures, contractual obligations, safety standards, and quality requirements.
