About The Position

The Office of Information Technology (OIT) is seeking a Senior Programmer Analyst to support the Department of Environmental Protection (DEP) Application Development team. This position is responsible for the analysis, design, development, configuration, implementation, and maintenance of enterprise applications supporting DEP programs, including the Maine Enterprise Licensing System (MELS). Requirements

  • Four (4) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent -OR- a Bachelors Degree in Computer Sciences including two (2) years at the Programmer Analyst level or equivalent.
  • A Masters Degree in Computer Science may be substituted for one (1) year of programming experience.

Nice To Haves

  • Five (5) years of experience in application development using .NET / C#
  • Experience with licensing or regulatory systems (e.g., MELS or similar platforms)
  • Experience with application configuration and workflow-driven systems
  • Experience with ASP.NET Core, Web APIs, or MVC frameworks
  • Experience with the full software development lifecycle (SDLC)
  • Experience supporting applications in a production environment
  • Experience with Oracle databases, including SQL and PL/SQL
  • Familiarity with GitHub, Azure DevOps, or similar tools
  • Experience working in an Agile environment
  • Experience in a government or public sector setting

Responsibilities

  • Design, develop, test, and maintain applications using .NET (C#)
  • Develop and support Oracle database solutions, including SQL and PL/SQL
  • Configure and maintain workflows and business processes within MELS and related systems
  • Analyze business requirements and translate them into technical solutions
  • Provide production support, troubleshooting, and issue resolution
  • Develop and maintain technical documentation
  • Collaborate with business partners, analysts, and technical staff across OIT and DEP
  • Participate in Agile development activities, including sprint planning and code reviews
  • Mentor junior staff and contribute to development standards and best practices
