About The Position

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (MaineIT) provides information technology support to over 13,000 employees. MaineIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies. OIT is seeking a highly talented individual who can lead technical teams and who maintains and supports a variety of applications for our business partners. Strong experience with data modeling and security frameworks
Work experience with Software as a Service (SaaS) and/or Platform as a Service (PaaS) environment
Strong experience with implementing secure REST/SOUP APIs, data transactions and event-driven orchestration to link enterprise systems.
Strong experience with data modeling by creating custom data objects, configuring system logic, and managing data structures securely with cloud database environments.
Strong experience in ensuring configurations follow institutional security controls, data privacy regulations, and change management standards.
Commitment to continuous improvement, quality assurance, and compliance with MaineIT policies
3 to 4 years of professional experience in enterprise software configuration, system integrations, database administration, or low-code application development.
Proficiency with web services (REST, JSON, XML, SOAP) and database query languages or scripting.
Demonstrated success building solutions on major enterprise platforms (e.g. Microsoft Power Platform, Salesforce or Workday Extend)
Four (4) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent -OR- a Bachelors Degree in Computer Sciences including two (2) years at the Programmer Analyst level or equivalent.
A Masters Degree in Computer Science may be substituted for one (1) year of programming experience.

Responsibilities

Design, develop, test, debug, document, and maintain complex application programs and systems
Prepare detailed design specifications for highly complex and large-scale systems
Troubleshoot and resolve system problems to ensure continuous availability and proper functioning of applications
Diagnose and isolate complex application software problems; implement effective solutions considering system capacity, limitations, and desired results
Review code for efficiency, organization, and quality; deliver fully tested deployments
Manage code repository/versioning systems (e.g., GitHub, Subversion) and apply test-driven development practices
Maintain assigned systems, responding to and resolving issues promptly
Work as a senior member of developer teams that are building policy-compliant, sustainable, extensible, and maintainable solutions
Manage solution lifecycle stages (development → test → staging → production) consistent with MaineIT governance requirements
Develop test plans that validate functionality, data classification compliance, and governance adherence
Communicate policy impacts, technical requirements, and project status to stakeholders clearly and effectively
Ensure solutions comply with State of Maine policies (Data Classification, Application Deployment Certification, Configuration Management, Architecture Compliance, Information Security, SDLC, Digital Accessibility, Security Assessment Authorization)
Verify data classification for all data used, transmitted, or stored
Ensure proper role-based access control and least-privilege principles
Manage application deployment certification processes for production releases
Coordinate with Security, Enterprise Architecture, and Infrastructure teams for risk assessments, compliance reviews, and audits
Participate in RFP review committees and serve on technical assessment teams
Evaluate proposed solutions by third party vendors and internal teams for validity and technical viability
Work with disparate stakeholders to identify and document business requirements, outline potential solutions, create architectural and system design documents
