Senior Programmer Analyst
About The Position
The Maine Office of Information Technology’s Application Development team is seeking a Senior Programmer Analyst to help build and support software applications for the Department of Inland Fisheries and Wildlife and other departments. The selected individual will work with a team of other dedicated developers to maintain the MOSES suite of applications and to develop new applications where needed. This position offers the opportunity to work first-hand on the development and maintenance of IT systems supporting the State’s natural resources agencies using the Oracle technology stack. This is a Hybrid Work Opportunity, where the employee can work from home as much as 90% of the time provided the work is performed within the State of Maine. Requirements
- Demonstrated ability to define and resolve complex technical problems independently.
- The ability to effectively communicate orally and in writing to both technical and non-technical audiences.
- Five years’ experience with Java developing and supporting software applications, websites, web apps, web services, and mobile apps.
- Three years’ experience with Oracle databases and PL-SQL.
- Experience in the Spring Boot framework.
- Experience with Subversion, Git, and GitHub version control software.
- Experience with basic web technologies (HTML5, CSS3, etc.).
- Experience in Thymeleaf, Javascript, and Jasper Reports.
- Excellent organizational and time-management skills.
- Friendly and collaborative interpersonal skills.
- Four (4) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent -OR- a Bachelors Degree in Computer Sciences including two (2) years at the Programmer Analyst level or equivalent.
- A Masters Degree in Computer Science may be substituted for one (1) year of programming experience.

Responsibilities
- Design, develop, test, and maintain application code.
- Partner with technical staff and end-users to test and refine your work.
- Work under limited supervision.
- Supervise, coach and train junior programmers.
- Comply with State of Maine standards for production, quality, and productivity.
- Train system end-users, serve as an information resource, develop resource materials, and provide ongoing support.
- Respond to customer support escalations.
- Write documentation for system references.
- Support occasional off-hours system updates and patching.
- Stay on top of new technology trends and ongoing opportunities for education.
