About The Position

Qualis LLC is seeking a Senior Program Security Specialist (PSS) to provide program security, industrial security, physical security, and compliance support for complex DoD programs. The position will advise program leadership and government security representatives and ensure compliance with NISPOM, DD 254s, Security Classification Guides, customer requirements, and applicable DoD security policies.

Requirements

  • 10+ years of experience in DoD industrial security, program security, personnel security, physical security, or a related discipline.
  • 5+ years of direct experience as a Program Security Representative, Industrial Security Manager, FSO, Security Manager, or equivalent.
  • Demonstrated experience administering NISPOM requirements and maintaining security compliance within a DoD contractor environment.
  • Working knowledge and demonstrated application of DD Form 254s, Security Classification Guides (SCGs), Statements of Work (SOWs), and program security requirements.
  • Experience developing and implementing program security plans, procedures, training, audits, and compliance programs.
  • Experience managing personnel security requirements, including security clearances, access determinations, briefings, debriefings, and security training.
  • Experience supporting DCSA inspections, audits, assessments, and corrective actions.
  • Experience working directly with U.S. Government Security Representatives, DCSA, Program Security Officers, FSOs, and program leadership.
  • Experience managing security requirements for classified facilities, Closed Areas, Restricted Areas, Open Storage Areas, laboratories, or similar controlled environments.
  • Demonstrated ability to interpret security requirements and translate them into practical program-level policies and procedures.
  • Experience conducting security audits, inspections, vulnerability assessments, and compliance reviews.
  • Ability to develop and deliver security training and awareness programs.
  • Strong written and verbal communication skills with the ability to communicate security requirements to technical personnel, program managers, and senior leadership.
  • Current U.S. security clearance at the Secret level or higher, or the ability to obtain and maintain the required clearance.
  • 10+ years relevant security experience.
  • Direct DoD contractor/program security experience.
  • NISPOM knowledge and practical implementation experience.
  • DD 254/SCG interpretation and application.
  • DCSA inspection/audit experience.
  • Personnel security/clearance management experience.
  • Classified facility/physical security experience.
  • Ability to obtain and maintain required DoD security clearance.

Nice To Haves

  • Experience supporting Army, Navy, Missile Defense, Hypersonic, Space, Aviation, or other high-priority DoD programs.
  • Experience supporting SCI, SAP, SCIF, or SAPF environments.
  • Experience with COMSEC management, including accountable COMSEC inventories, keying material, cryptographic equipment, and NSA/CSS requirements.
  • Experience with physical security and access-control systems, including Lenel, OnGuard, SIMS, or equivalent.
  • Experience supporting classified construction, facility modifications, SCIF/SAPF accreditation, relocation, or decommissioning.
  • Experience developing security plans for DoD exercises, flight/test operations, demonstrations, deployments, or OCONUS operations.
  • Experience with export compliance, proprietary information protection, CUI, and technology protection requirements.
  • Prior U.S. military intelligence, security, counterintelligence, or Information Warfare experience.
  • Experience managing security programs supporting large, geographically dispersed organizations.
  • Experience developing business continuity, disaster recovery, contingency, and security response plans.
  • Relevant professional security certification such as ISP, SFPC, CPP, or equivalent.
  • Hypersonic, missile defense, space, or other advanced DoD program experience.
  • COMSEC management experience.
  • SCIF/SAPF/SCI/SAP experience.
  • Extensive DCSA/customer-facing experience.
  • Classified construction/accreditation experience.
  • OCONUS/deployed military operations experience.
  • Prior military intelligence/security experience.

Responsibilities
