Job Summary A Senior Program Manager is needed to manage and lead a critical program providing a broad range of support to operational requirements in Software Engineering, Systems Integration, Systems Administration, Network Engineering, Information Assurance and Cyber Security, Analytics Development, Rapid Prototyping, and more.

Requirements

  • Bachelor's degree in a technical discipline and at least 12 years of relevant experience. Additional experience may be substituted for a degree.
  • At least 10 years of management experience leading technical programs as a PM, DPM, or Technical Leader.
  • Extensive experience leading and delivering complex systems and software development programs including support to deployed operational environments.
  • Must have demonstrated experience in the management and control of funds and resources using complex reporting mechanisms.
  • Must have in-depth experience with Earned Value Management Systems (EVMS) programs and deliverables.
  • Must have demonstrated experience leading Large Solution Scaled Agile Framework (SAFe) system development teams.
  • Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required.
  • Must be knowledgeable of the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and ICD 801 policies.
  • Must have experience conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
  • Must have TS/SCI with Polygraph.

Nice To Haves

  • PMP, FAC-P/PM Mid-Level or Defense Acquisition Workforce Improvement Act (DAWIA) certification in Program Management.
  • Experience with Scaled Agile Framework (SAFe) agile methodology.

Responsibilities

  • Serve as the main point of contact for the Contracting Officer (CO), the Contracting Officer’s Representative (COR), the Customer Program Manager.
  • Manage all aspects of cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
  • Ensure proper performance of tasks necessary to ensure the most efficient and effective execution of the contract.
  • Utilize expert communication skills needed to direct the skilled technical resources, and report on the technical progress, issues, and problem areas, as well as write and review technical documents.
  • Allocate and manage resources (staffing, facilities, and budgets) to meet all contract requirements of a complex, SW/HW integration program.
  • Review and approve financial reports, Funds and Man-hour Expenditure Reports, and other contractual deliverables.
  • Drive cross-discipline integration across the contract to ensure customer objectives are met.
  • Identify and mitigate program risks, including planning and budgeting for risk‑management activities.
  • Prepare and deliver program status briefings and formal reviews to the Customer Program Management Office.
  • Oversee recruitment, onboarding, and training of program staff (direct and indirect).
  • Validate all financial and technical reports for the customer and company leadership.
  • Proactively identify issues and risks, and drive and execute solutions.
  • Ensure full compliance with all contractual, regulatory, and administrative requirements.
  • Complete Engineering Change Proposals (ECPs) and value engineering proposals as necessary.
