About The Position

The role is dual purpose, with primary duties focused on scope delivery and additional duties focused on growth: Responsible for providing oversight and direct day-to-day management for a USDA Programs. Interface with clients regarding project status. Ensure project scope elements are completed in accordance with contract specification and requirements. Manage profit and loss for assigned projects. Perform growth activities to increase workshare and scope on current projects and capture new work with a focus on USDA and other Civilian agencies. The role requires a strong understanding of the team’s delivery plan, technical approach, resource capacity, and operational impacts to effectively manage execution, mitigate risk, and support successful outcomes. This position is expected to engage in program oversight by maintaining awareness of how the work is performed, how teams are aligned to delivery priorities, and how dependencies affect schedule, performance, and customer expectations.

Requirements

  • Proven history and demonstrated knowledge in effectively managing projects in excess of $10M dollars.
  • Excellent project management skills, managing safety, cost, schedule, risk, change conditions, and contract management.
  • Solid understanding and experience in developing budgets, proposals, and developing technical work documents.
  • Active PMP certification.
  • Highly skilled in using computers and all MS Office products.
  • Excellent management skills and ability to manage and supervise others.
  • Ability to work with time constraints and complete projects on time.
  • Ability to prioritize and re-prioritize tasks.
  • Ability to work in a high-stress environment.
  • Ability to work as a team member.
  • Ability to apply lessons learned as it relates to project management, quality, etc.
  • Ability to read and understand work orders and organize work with minimum supervision.
  • Ability to learn new methods, systems and frameworks.
  • Ability to communicate and effectively interact with co-workers, supervisors, and the general public, sufficient to exchange or convey information and to give and receive work direction.
  • Demonstrated experience in a Windows Office environment.
  • Valid state driver’s license.
  • Ability to pass a pre-employment background check, which includes 7-year employment verification, Department of Motor Vehicles record search, criminal record search, and verification of education, certifications, and licenses as applicable to the position.
  • Ability to obtain Public Trust clearance.
  • Must be able to read, analyze, and interpret data; provide responses in a timely and professional manner; able to write routine work orders; able to communicate clearly and succinctly on a basic and technical level.
  • Must be able to document issues and resulting resolutions.
  • Must be able to solve problems.
  • Must possess basic computer skills and basic maintenance and repair aptitude.
  • Ability to solve practical problems; ability to interpret and understand a variety of instructions furnished in written, oral, diagram or schedule form.

Responsibilities

  • Providing oversight and direct day-to-day management for USDA Programs.
  • Interfacing with clients regarding project status.
  • Ensuring project scope elements are completed in accordance with contract specification and requirements.
  • Managing profit and loss for assigned projects.
  • Performing growth activities to increase workshare and scope on current projects and capture new work with a focus on USDA and other Civilian agencies.
  • Maintaining awareness of how the work is performed, how teams are aligned to delivery priorities, and how dependencies affect schedule, performance, and customer expectations.
  • Creating, maintaining, and generating Excel spreadsheet reports and providing them to the Program Manager and customers.
  • Reviewing and approving daily, weekly, and monthly project status reports and submitting them to the Director of Operations.
  • Tracking costs and revenue of assigned projects and being accountable for their financial health.
  • Monitoring all project tasks and subcontractor compliance to contractual requirements to meet or exceed project schedule/milestones.
  • Managing trends & change conditions within assigned projects, estimating new change orders, and managing the process through contract modification.
  • Assisting with proposal efforts, Requests for Adjustments, etc., as needed.
  • Developing and executing federal business development strategies aligned with company goals, with a focus on the USDA and other Civilian Agencies.
  • Leading capture management efforts, including win strategies, teaming, and customer engagement for both scope increase of current contracts and new growth.
  • Contributing to the development of proposal strategy, development, and submission for federal solicitations (RFPs, RFIs, etc.).
