About The Position

The Boeing Defense, Space & Security (BDS), Intelligence & Weapon Systems (SI&WS) division is seeking a Senior Program Manager (Level L manager) for the Combat Survivor Evader Locator (CSEL) program within Ground and Mission Operations, part of Intelligence Systems in SI&WS. The candidate will be the primary contact with the CSEL Joint Program offices at the Electronic Systems Directorate at AFLCMC at Hill Air Force Base. The candidate will be responsible for overall program execution to design, develop, sustain and manufacture all three segments of the CSEL architecture including the over-the-horizon, the web application and user-segment equipment. The candidate will lead the CSEL program out of Huntington Beach, CA. The selected candidate will manage a diverse portfolio of programmatic activities to sustain and maintain a Department of Defense (DoD) Joint Combat Search and Rescue (CSAR) Program of Record. Responsibilities include driving internal Research & Development (IR&D) initiatives, supporting business growth, and leading strategic proposal development. Additionally, the candidate will oversee supplier technical management, direct daily production operations at the Pennsylvania production facility, lead both internal and external compliance audits, and spearhead process improvements across cybersecurity, hardware/software integration, sustainment, modernization, and NSA crypto-certification. The CSEL program provides mission-critical combat search and rescue capabilities and includes systems engineering, logistics, software maintenance, information assurance, production engineering, and sustainment support. This role will help ensure technical excellence, workforce development, and continued program success across the broader capability area.

Requirements

  • Bachelor’s degree in engineering, computer science, mathematics, physics, or a related technical field preferred.
  • 10+ years of experience within project leadership including planning, implementing and executing program plans
  • 10+ years of experience in a program management, finance, scheduling, industrial engineering, change management, strategy, or project management role
  • Understanding and experience with Program Management Best Practices
  • Experience with Earned Value Management
  • Experience directly interfacing with customers
  • Active U.S. Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)
  • Must meet U.S. export control compliance requirements. To meet U.S. export control compliance requirements, a “U.S. Person” as defined by 22 C.F.R. §120.62 is required. “U.S. Person” includes U.S. Citizen, U.S. National, lawful permanent resident, refugee, or asylee.

  • Experience working closely with customers to understand and develop program goals, translating goals into plans with actionable tasking, and communicating plans.

Responsibilities

  • Support the organization's business plans, long-term strategy, and alignment with shifting economic and defense industry trends.
  • Execute CSEL program financial targets, including Orders, Revenue, and Earnings, while owning total contractual, financial, and technical performance.
  • Manage production contracts for the design, development, and sustainment of RF-based military communication devices.
  • Resolve component obsolescence and Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues.
  • Interface regularly with Air Force, Army, and Navy customers to deliver comprehensive program status briefings.
  • Ensure strict alignment with contractual requirements by driving targeted cybersecurity management initiatives.
  • Develop and deliver comprehensive program updates and strategic reviews to executive leadership on a regular basis.
  • Implement Program Management Best Practices (PMBP) while enforcing the Program Execution Plan and Command Media.
  • Formulate and execute company policies, operational procedures, business strategies, and overarching corporate goals.
  • Promote a culture of inclusion and open, honest communication that highlights quality, safety, and rewards performance.
  • Build trust and maintain collaborative partnerships with customers, stakeholders, peers, management, and direct reports.
  • Direct strategic staffing, skills retention efforts, and succession planning to guarantee successful execution of all contractual obligations.
