About The Position

S2Technologies is growing in the Colorado Springs area and is looking to bring to their team an experienced Senior Program Manager who will leverage their significant experience to oversee a large-scale, multi-mission, geographically dispersed IT services portfolio. As the senior leader, this candidate will be responsible for the integrated execution of enterprise IT, mission systems, communications, and engineering services, including leading consolidation of multiple contracts into a unified enterprise construct while ensuring alignment with customer priorities.

Requirements

  • 10-15+ years managing large DoD IT programs
  • Experience with CMMI Level 3, ISO 9001:2015, and CMMC Level 2
  • Must have a Secret clearance and be able to obtain a TS/SCI
  • PMP certification or equivalent DAWIA Level III required
  • Bachelor's degree required

Responsibilities

  • Lead full lifecycle program execution and governance for a large-scale, multi-mission enterprise IT services program, ensuring alignment with contractual requirements, mission objectives, and organizational process standards.
  • Establish, implement, and enforce governance structures that incorporate CMMI Level 3 and ISO 9001:2015 QMS requirements.
  • Develop and maintain program management plans, governance boards, and decision-making frameworks that ensure transparency, accountability, and traceability of all program activities.
  • Serve as the primary interface with Government leadership, including the Contracting Officer's Representative (COR), and senior mission stakeholders, providing strategic direction and ensuring alignment with evolving mission priorities.
  • Drive performance through establishment and monitoring of Key Performance Indicators (KPIs), ensuring data-driven decision-making, proactive issue resolution, and continuous alignment between operational execution and strategic objectives.
  • Ensure all program activities adhere to defined, documented, and auditable processes, including proper tailoring and compliance with organizational standards.
  • Develop and sustain strong, trust-based relationships with Government stakeholders, mission partners, and senior leadership across multiple organizations and mission areas.
  • Serve as a trusted advisor to the customer, proactively identifying mission needs, risks, and opportunities for improvement.
  • Deliver executive-level briefings, status reports, and decision support materials that clearly communicate program performance, risks, financial status, and strategic recommendations using data-driven insights and performance metrics.
  • Facilitate regular program management reviews, technical interchange meetings, and governance forums to ensure transparency and alignment.
  • Manage customer expectations through consistent communication, responsiveness, and delivery of high-quality services.
  • Coordinate across multiple stakeholder groups to ensure unified messaging and alignment of priorities, particularly during periods of transition, consolidation, or mission change.
  • Ensure customer satisfaction is continuously measured, tracked, and improved through formal feedback mechanisms and performance assessments.
  • Plan, manage, and execute the complex consolidation of legacy contracts into the new enterprise framework using structured, repeatable processes and practices.
  • Develop and implement a comprehensive transition strategy that includes detailed schedules, risk management plans, communication plans, and clearly defined entry and exit criteria for all transition phases.
  • Ensure continuity of operations with zero mission disruption, maintaining full operational capability throughout the transition period.
  • Lead integration of personnel, systems, tools, processes, and data into a unified enterprise environment, ensuring interoperability and standardization across all service areas.
  • Identify and eliminate redundancies, optimize resource utilization, and implement enterprise-wide best practices.
  • Oversee knowledge transfer, documentation, and training to ensure seamless handoff and long-term sustainment.
  • Continuously assess transition effectiveness and implement improvements based on lessons learned and performance outcomes.
  • Direct and oversee day-to-day execution of enterprise IT services, ensuring consistent delivery of high-quality services across all functional areas in accordance with contractual requirements, Service Level Agreements (SLAs), and Key Performance Indicators (KPIs).
  • Implement and enforce ITIL-aligned service management practices and CMMI Service Delivery processes to ensure standardized, repeatable, and efficient operations.
  • Monitor service performance through dashboards, metrics, and reporting tools, identifying trends and implementing corrective actions as necessary.
  • Maintain strict configuration management (CM) controls to ensure system integrity, consistency, and traceability of changes across the enterprise environment.
  • Drive continuous improvement initiatives aligned with ISO 9001:2015 focusing on enhancing service quality, operational efficiency, and customer satisfaction.
  • Ensure effective coordination across all service towers, including network operations, cybersecurity, end-user services, infrastructure, and application support, to deliver integrated and mission-aligned capabilities.
  • Maintain full responsibility for program cost, schedule, and performance (CSP), ensuring execution aligns with contractual requirements, funding constraints, and organizational objectives.
  • Develop and manage program budgets, forecasts, and financial plans, providing accurate and timely reporting to Government stakeholders and corporate leadership.
  • Implement CMMI Managing Performance & Measurement (MPM) practices to ensure traceability between financial performance, technical execution, and mission outcomes.
  • Monitor contract performance, ensuring compliance with all terms and conditions, including deliverables, reporting requirements, and quality standards.
  • Manage subcontractors and teaming partners, ensuring effective integration, performance accountability, and compliance with flow-down requirements.
