About The Position

THOR Solutions is seeking an experienced Senior Program Manager to support the Navy Readiness Assistance Training Team (RATT) for Commander, Naval Surface Force, U.S. Pacific Fleet (CNSP) in San Diego, CA. RATT is a Type Commander (TYCOM) asset employed to provide timely direct support to ships, tailored to the ship's needs and requirements. RATT ship visits are intended to significantly enhance a ship's organic proficiency and capabilities for a discrete period of time as added capability to conduct training, and address material issues. RATT provides proficient subject matter experts to conduct Sailor centric deck-plate training, material review, program auditing, and naval readiness support to enhance overall proficiency and material readiness through recommendations to the ship and staff to enhance CNSP ship's readiness to conduct sustained operations at sea in support of the nation's strategic objectives.

Requirements

  • At least (15) years of combined active duty and/or federal contractor experience in the management of various labor categories and monitoring performance of federal Government service contracts.
  • Post-graduate degree (Masters or above) from an accredited university in management or a technical field.
  • Project Management Professional (PMP) certification.
  • Senior Navy ship leadership experience as a Surface Warfare Officer and Commanding Officer of a U.S. Navy warship.
  • Senior Navy ship engineering leadership experience as a Chief Engineer of a U.S. Navy warship.
  • Maintenance/training staff experience (e.g. Immediate Superior In Charge (ISIC), Type Commander (TYCOM), or Afloat Training Group).
  • Extensive Navy technical management experience.
  • Extensive experience in Navy ship maintenance strategy and process development, implementation, and control.
  • Supervisory experience in analyses, information system operations, and implementation of technical projects similar to those indicated in the PWS.
  • In-depth, detailed knowledge of Navy ship depot level maintenance processes.
  • Navy shipboard experience on multiple ships.
  • Proficient with common productivity software including the Microsoft Office suite.
  • Ability to manage multiple tasks and support fast-paced operational environments.
  • Excellent personnel management skills.
  • Excellent communication skills.
  • Existing active or interim Secret security clearance prior to hire.
  • Must be a U.S. citizen.

Nice To Haves

  • At least twenty-five (25) years of relevant experience is highly desirable.
  • Ideal experience includes familiarity on at least some of the following platforms: Dock Landing Ships (LSD), Amphibious Transport Docks (LPD), Mine Counter Measure Ships (MCM), Littoral Combat Ship (LCS), Guided Missile Destroyers (DDG51/1000), Guided Missile Cruisers (CG), Guided Missile Frigates (FFGX), General Purpose Assault Ships (LHA), Multiple Purpose Assault Ships (LHD), or Amphibious Command Ships (LCC).
  • Experience with Department of Defense (DoD) regulations, requirements, policies and procedures, cost and schedule estimating disciplines (E.g. Joint Travel Regulations (JTR), Defense Federal Acquisition Regulation Supplement (DFARS), DoD Cost Estimating Guide)
  • Knowledge of Navy surface ship (all classes) engineering and Combat Systems specifications and configurations
  • Knowledge in each respective functional area of Light Off Assessments (LOAs); understand the variations of established SOEs, and their associated references; and be familiar with all Engineering and Combat System Department instructions and publications governing the conduct of the assessments.
  • Knowledge in Material Maintenance Management (3M) and the Planned Maintenance System (PMS)
  • Knowledge of the Joint Fleet Maintenance Manual (JFMM), in particular, Equipment Operational Capability (EOC) definitions.

Responsibilities

  • Lead overall RATT contract execution, including ultimate responsibility for all technical, engineering, logistical and support services required to fulfill contract scope and requirements.
  • Balance the RATT workforce to meet multiple essential event requirement timelines supporting PACFLEET ships.
  • Manage a large magnitude/scope contract effort across multiple CONUS/OCONUS locations simultaneously.
