About The Position

Arcadis is seeking a Senior Program Manager with a proven track record of delivering enterprise-level digital solutions to lead transformative, asset management-led, and digitally enabled modernization programs. Within the Digital Intelligence Practice, this role partners with major transportation and infrastructure organizations to modernize enterprise platforms, implement EAM, ERP, and EDA solutions, and create sustainable, data-driven continuous improvement. The role combines deep industry knowledge with advanced digital capabilities to improve performance across the asset lifecycle. These are high-value, multi-year digital transformations demanding strong leadership at the intersection of technology delivery, governance, and commercial performance. The Senior Program Manager will act as a key leader in all phases of these complex transformation programs, from pre-sales to handover. This is a critical leadership position, not purely administrative, acting as the conduit between clients, Arcadis delivery teams, and partners. The role involves balancing functional and technical execution with governance rigor, financial control, and accountability for commercial and delivery performance. The Senior Program Manager will shape program direction, manage risk and performance, and build high-performing teams to deliver lasting digital impact and transformation. This is a high-visibility, enterprise-level leadership role at the forefront of digital asset management transformation, operating at the critical interface between senior clients, technical delivery teams, PMO governance, and external partners. Requirements

  • Proven and successful experience delivering multi-million-pound enterprise-scale digital programs, including ERP, EAM, analytics, or cloud-based solutions.
  • Strong commercial acumen with experience in budgeting, forecasting, margin protection, and contract management.
  • Expertise in managing risk and issue frameworks, ensuring proactive mitigation across complex delivery environments.
  • Demonstrable ability to interface between technical delivery teams, clients, governance bodies, and subcontractor partners.
  • A track record of building, leading, and developing high-performing, multi-disciplinary teams in fast-paced and ambiguous environments whilst ensuring the health and well-being of team members.
  • Exceptional stakeholder management, influencing, and communication skills, able to engage confidently with executives and technical teams alike.
  • Professional qualifications in Project or Program Management (e.g., APM, MSP, PMI), and a relevant degree.

Responsibilities

  • Lead large-scale, enterprise-wide digital transformation programs, including end-to-end delivery of EAM, EDA (potentially also ERP), and cloud-based solution initiatives.
  • Translate strategic objectives into executable delivery plans with clear milestones and measurable outcomes.
  • Drive governance and alignment across clients, partners, and internal delivery teams.
  • Manage finances and commercials of multi-million-dollar programs, including budgeting, forecasting, and scope & margin protection.
  • Proactively manage risk and issues to ensure successful, on-time delivery.
  • Build and lead high-performing, multi-disciplinary teams, fostering collaboration, accountability, and continuous improvement.
  • Drive strong stakeholder engagement with both the client and Arcadis senior leadership.
  • Operate at the interface of executive leadership, technical delivery teams, and PMO governance, ensuring programs deliver both client value and sustainable business performance.
  • Lead enterprise-scale digital transformation programs in complex, high-profile asset-intensive environments, including delivery of EAM, EDA and cloud-based solutions at scale.
  • Manage integration across multi-system landscapes including ERP, GIS, operational, and data platforms.
  • Oversee strategic rationalization of legacy systems and harmonization of enterprise data models.
  • Implement structured governance, risk, and commercial frameworks in fast-paced environments.
  • Lead high-performing, multi-disciplinary teams through large-scale, high-visibility transformations.
  • Own and drive the end-to-end delivery of enterprise-scale digital transformation initiatives, including ERP, EAM, analytics, and cloud-based solutions.
  • Develop and execute program plans with clear delivery and payment milestones, dependencies, and measurable outcomes.
  • Maintain control across scope, schedule, cost, and quality in multi-million-dollar delivery environments.
  • Act as a senior escalation point for complex delivery, risk, and commercial issues.
  • Oversee the design of migration frameworks, integration architecture, and transformation pipelines across multiple platforms.
  • Guide tooling, automation, and orchestration decisions to support scalable, enterprise-grade deployments.
  • Ensure alignment between technical delivery, governance, and enterprise architecture standards.
  • Drive innovation and best-practice adoption while managing complex stakeholder and partner ecosystems.
  • Serve as a trusted advisor to clients and internal leadership on strategic, technical, and commercial program decisions.
  • Present program roadmaps, performance metrics, and risk assessments to internal and external executive and governance forums.
  • Proactively identify and mitigate risks to delivery, financial performance, and business outcomes.
  • Champion high-performing, accountable teams and foster a culture of continuous improvement across program delivery.
