Senior Manager, Enterprise Program Management, Enterprise Transformation Management Office (ETMO) Location: Princeton, NJ (Hybrid) Reports To: Director, Enterprise Program Management – ETMO Department: Enterprise Transformation Management Office (ETMO) Position Summary: The Senior Manager, Enterprise Program Management (EPM) is responsible for the end‑to‑end execution of Enterprise Priority (EP) programs and projects within the Enterprise Transformation Management Office (ETMO) operating model. This role translates enterprise strategy, standards, and governance into disciplined, predictable delivery across a diverse portfolio of initiatives (e.g., Commercial Operations, Quality, Regulatory, Supply Chain, Business Process Optimization (BPO) efforts). The Senior Manager ensures strong cross‑functional alignment, effective risk and dependency management, and measurable value realization at the enterprise level. This is a high‑impact role suited for a highly motivated, driven, and proactive leader. ETMO operates across three interconnected pillars—Governance, EPM, and BPO—and functions with lean teams. As such, this role requires an individual who is comfortable owning and driving critical enterprise initiatives, leading through ambiguity, and advancing a continuous improvement mindset and culture across the organization. Success in this role requires strong program management expertise, the ability to drive timely decision‑making, proactively manage risks, and effectively lead complex, cross‑functional teams.

Requirements

  • Bachelor’s degree in Business, Engineering, Operations, or related field; advanced degree a plus.
  • 5+ years leading complex cross-functional programs/projects in matrixed and/or regulated environments.
  • Demonstrated mastery of program management disciplines (e.g., planning, risk, dependency, benefits) and executive communication.
  • Proficiency with enterprise PPM/reporting tools (e.g., OnePlan, MS Project, Smartsheet, Power BI, Tableau).
  • Working knowledge of process optimization (Lean/CI) and organizational change management.

Nice To Haves

  • Deep expertise in one or more key functional domains, specifically in New Product Introduction (NPI), Quality, Regulatory, Lifecycle Management (LCM), with a proven track record of leading cross-functional initiatives in complex, highly regulated environments.
  • NPI: Experience leading end-to-end product introduction from development through commercialization, including scale-up, validation, launch readiness, and cross-functional coordination across R&D, manufacturing, quality, regulatory, and supply chain.
  • Quality: Strong understanding of quality systems (e.g., GMP, GLP, GCP), with experience driving quality-focused initiatives such as audit/inspection readiness, remediation programs, CAPAs, and root cause analysis to ensure compliance and continuous improvement.
  • Regulatory: Experience supporting or leading regulatory strategy and execution, including submissions, approvals, and interactions with health authorities (e.g., FDA, EMA), with the ability to integrate regulatory requirements and timelines into overall program plans.
  • LCM: Experience managing post-launch product lifecycle initiatives, including label changes, line extensions, cost optimization, and supply continuity, balancing commercial priorities, regulatory requirements, and operational constraints.
  • Enterprise‑minded strategic integrator who translates vision into executable roadmaps, sustained execution, and measurable business outcomes.
  • Proven ability to influence without authority, building alignment across senior stakeholders through strong facilitation, negotiation, and executive‑level communication.

  • 5+ years of management consulting experience strongly preferred.
  • Professional certifications such as PMP, PRINCE2, Agile/SAFe, and/or Lean Six Sigma strongly preferred.

Responsibilities

  • Lead enterprise programs and projects by clearly defining scope, outcomes, and success metrics, and establishing appropriate program/project governance and operating cadence.
  • Develop and maintain integrated project plans, including critical path analysis and dependency mapping, ensuring strong cross‑functional coordination and alignment.
  • Establish and maintain core program management artifacts—including RAID logs, decision logs, benefits realization plans, and Lean Six Sigma initiative frameworks—in alignment with ETMO standards and templates.
  • Confirm business ownership and executive sponsorship, clearly define roles and responsibilities (e.g., using DICE framework), and establish effective escalation and decision‑making paths.
  • Lead day‑to‑day execution of complex, cross‑functional enterprise programs, driving accountability for milestones, deliverables, and clearly defined acceptance criteria.
  • Demonstrate strong executive presence and influence, effectively establishing a rhythm with, and engaging senior stakeholders and communicating program status, risks, issues, and recommendations with clarity, credibility, and authority.
  • Apply and reinforce enterprise governance standards, including 4‑Blockers, portfolio bowler dashboards, and readiness for monthly executive and ELT‑level reviews.
  • Maintain decision‑ready program reporting, proactively surfacing risks and issues with well‑articulated options, trade‑offs, and recommendations to enable timely leadership decisions.
  • Ensure program execution adheres to applicable regulatory, quality, and compliance requirements, partnering with functional experts as needed to mitigate risk and maintain enterprise standards.
  • Partner with ETMO resourcing and functional leaders to translate enterprise demand into executable capacity plans, securing the skills and roles required for successful program delivery.
  • Develop and maintain resource and capacity plans across the program lifecycle, continuously assessing utilization and adjusting staffing, sequencing, or scope to address changing priorities and constraints.
  • Proactively identify and manage enterprise resource constraints and interdependencies, recommending trade‑offs and mitigation strategies to maintain delivery commitments.
  • Develop, manage, and track program budgets and forecasts, ensuring financial discipline and transparency throughout execution.
  • Support funding change requests and business cases by providing data‑driven analysis, impact assessments, and clear recommendations to enable timely leadership decisions.
  • Proactively identify and manage cross‑program risks, interdependencies, and systemic constraints, leveraging scenario and what‑if analyses to assess schedule, resource, and prioritization impacts.
  • Lead the development and execution of mitigation and contingency strategies, monitoring effectiveness and residual risk throughout the program lifecycle.
  • Escalate enterprise‑level risks and constraints with data‑backed insights, clearly articulated options, and recommended trade‑offs to enable timely, informed leadership decisions.
  • Define and execute comprehensive change strategies, including stakeholder mapping, communications, training approaches, and adoption KPIs, in close partnership with business and functional owners.
  • Establish and maintain standard operating procedures (SOPs), process maps, controls, and performance dashboards, ensuring clear handoff and long‑term sustainment with accountable business ownership.
  • Track post‑go‑live stability and performance (e.g., error and rework rates, cycle time, throughput) and validate benefits realization at 30/60/90/180‑day intervals, driving corrective actions as needed.
  • Execute Project Health Assessments (PHAs) for all Enterprise Priority programs and projects using ETMO‑defined scoring criteria, conducting interviews and evidence‑based reviews with delivery teams.
  • Synthesize and communicate preliminary findings to Governance & Oversight to support enterprise‑level analysis, insights, and continuous improvement actions.
  • Partner with project and program managers to address assessment findings through targeted action plans, formal training interventions, and ad hoc coaching to improve delivery performance.
  • Facilitate enterprise project and program management training sessions aligned to ETMO standards and governance, tailoring delivery to audience needs and maturity levels.
  • Provide one-on-one coaching to project and program managers, reinforcing consistent adoption of enterprise standards, templates, tools, and governance expectations during live execution.
  • Lead execution of enterprise‑prioritized business process optimization initiatives, applying Lean Six Sigma methodologies and ETMO delivery standards to drive measurable improvements in quality, cost, cycle time, and compliance.
  • Guide cross‑functional teams through the full DMAIC lifecycle—from problem definition and baseline measurement through root‑cause analysis, solution design/piloting, control planning, and sustainment—remediating process issues and locking in gains with clear operating controls and ownership.
  • Apply Lean and continuous improvement principles, where appropriate, ensuring outcome measures related to quality, cost, cycle time, and compliance are clearly defined and achieved.
  • Support alignment across ETMO teams (Governance & Oversight, EPM, and BPO) by incorporating continuous feedback and execution insights to improve enterprise delivery effectiveness.
  • Leverage OnePlan and related enterprise platforms for planning, resourcing, time tracking, and reporting, driving high adoption and strong data quality across programs.
  • Capture lessons learned and retrospective insights, contributing to enterprise playbooks, templates, and the ETMO intranet knowledge base.
  • Recommend tooling and reporting enhancements (e.g., OnePlan configurations, dashboards) based on hands‑on execution experience and evolving enterprise needs.
  • Lead Enterprise Priority (EP) workshops, including kickoff, planning, dependency management, risk mitigation, and recovery sessions.
  • Partner with the BPO team, as appropriate, to facilitate business process optimization workshops in support of prioritized enterprise initiatives.
  • Model a strong bias for action, transparency, and outcomes, fostering constructive challenge and fact‑based decision‑making.
  • Promote a culture that prioritizes safety, quality, compliance, and continuous improvement across all delivery teams.
