About The Position

The Senior Manager for Grant Program Development is a strategic leadership role focused on ensuring that all grant-funded programs are effectively implemented, monitored, and aligned with SDAIHC’s mission. This includes close oversight of program managers to ensure adherence to grant deliverables, compliance standards, and timely spend-down of grant funding in coordination with the Chief Financial Officer (CFO). We are an FQHC community health center dedicated to embodying the values central to American Indian cultures. Requirements

  • Bachelor's degree required in related field.
  • Proven track record in project management and working collaboratively with internal and external partners.
  • Minimum 3 years’ experience working in grant-funded programs.
  • Has a clean driving record and insurance as required by the state.
  • Has reliable transportation.
  • CPR/ BLS certification: Maintain a current Basic Life Support (BLS) certification issued by the American Heart Association (AHA), the American Red Cross, or an equivalent organization. Certification must include an in-person, hands-on skills assessment. Online-only certifications are not accepted.
  • Annual background checks: Consent to annual background checks as a condition of continued employment, to ensure compliance with organizational standards and eligibility requirements.
  • For-Cause Drug Screening: Comply with drug screening requirements when initiated by the organization for cause, to support a safe, compliant, and drug-free workplace.
  • Ongoing Compliance Requirements: Maintain up-to-date compliance with all required annual renewals, including professional licenses, certifications, physical examinations, TB testing, and mandatory regulatory trainings as assigned by the San Diego American Indian Health Center (SDAIHC).

Nice To Haves

  • Master’s degree preferred.
  • Experience serving a multicultural population, American Indian/Alaska Natives in particular.
  • Familiarity with Community Health Clinics and/or Indian Health Clinics.
  • Experience working with diabetes, immunization, alcohol/substance use prevention and/or mental health-related programs or services.

Responsibilities

  • Develop and implement a strategic plan for grant funding utilization that aligns with SDAIHC mission, goals, and objectives.
  • Responsible for grant program implementation, monitoring, quality improvement processes, audit preparation, outcome measurement, policy development, budget compliance and utilization of all grants and programs assigned.
  • Lead the design and development of programs funded through grants, ensuring they meet community needs and comply with funder requirements.
  • Collaborate with healthcare professionals, community leaders, and stakeholders to develop innovative and effective health programs.
  • Identifies areas of opportunity to further the mission and vision of the organization and works with the CFO in the development of strategies that are in keeping with the overall mission.
  • Provide close oversight of all grant-funded programs to ensure program managers are actively monitoring progress toward deliverables and are on track with grant timelines and budgets.
  • Ensure timely and appropriate spend-down of all grant dollars, proactively identifying risks of under- or over-utilization and implementing corrective actions.
  • Conduct regular check-ins with program managers to assess status, address barriers, and coach toward full grant compliance and performance outcomes.
  • Coordinate with the CFO to develop financial tracking tools and reports to support programmatic and fiscal compliance.
  • Supervise and actively engage grant program managers to ensure high performance, accountability, and adherence to all grant requirements.
  • Provide coaching and technical assistance to program managers to improve grant implementation and reporting.
  • Review program data, deliverables, and expenditures regularly with team members to align program execution with funder expectations.
  • Build and maintains relationships with funders, community partners, and other stakeholders.
  • Represent SDAIHC in community and professional forums related to grant funding and program development.
  • Lead program compliance monitoring efforts, including routine internal reviews of grant deliverables, timelines, and expenditures.
  • Collaborate with HR and the CFO to develop staff performance expectations tied to grant outcomes.
  • Maintain up-to-date knowledge of all program-specific compliance requirements and ensure program teams are trained and held accountable.
