Senior Program Manager

CGIRaleigh, NC
Hybrid

About The Position

CGI is seeking a Senior Program Manager to help drive large-scale enterprise transformation programs for a Fortune 100 healthcare / Pharmacy Benefits Manager (PBM) organization. These are not traditional PMO or status-management roles. The ideal candidate combines executive-level program leadership experience with the ability to operate directly inside day-to-day delivery execution. Successful candidates will lead complex, multi-workstream initiatives while also driving planning discipline, dependency management, roadmap creation, and execution accountability across business and technology teams. This environment requires leaders who are comfortable working in ambiguity, influencing resistant stakeholders, and establishing structure in fast-moving agile organizations that lack mature large-program operating discipline. This role is located in Raleigh, NC (Preferred) or can be performed from Bloomfield, CT, Lafayette, LA, Dallas, TX or Austin, TX in a Hybrid Model.

Requirements

  • At least 10+ years leading complex enterprise technology programs with multiple integrated workstreams.
  • Demonstrated experience running large-scale custom software / engineering-heavy delivery programs ($25M+ preferred).
  • Proven ability to operate both strategically and tactically within complex delivery organizations.
  • Experience building integrated roadmaps, dependency plans, release coordination, and execution governance across multiple teams.
  • Hands-on experience utilizing tools such as JIRA, roadmap/planning platforms, capacity management tools, and program dashboards.
  • Experience working in highly matrixed organizations with competing stakeholder priorities and varying levels of delivery maturity.
  • Strong executive communication and escalation management experience.
  • Experience influencing delivery discipline across product, engineering, business, and operational teams.
  • Bachelor's degree in computer science or related field.

Nice To Haves

  • “Player-coach” mentality — willing and able to operate directly in delivery details when needed.
  • Able to bring structure, planning rigor, and accountability to ambiguous or rapidly evolving environments.
  • Strong negotiation and stakeholder-management skills, especially in organizations resistant to program discipline.
  • Comfortable challenging assumptions, pushing for clarity, and driving alignment across teams.
  • Credible with both senior executives and delivery teams.
  • Low ego, highly accountable, execution-oriented leader.
  • Able to independently identify risks, gaps, and execution breakdowns without requiring constant direction.

Responsibilities

  • Lead delivery execution for major program workstreams within large multi-year enterprise programs.
  • Build and maintain integrated multi-PI roadmaps, dependency plans, milestones, and execution tracking across business and technology teams.
  • Drive program discipline in environments with evolving processes, inconsistent planning rigor, and high organizational ambiguity.
  • Partner directly with product, engineering, architecture, business, and operations teams to clarify scope, sequencing, dependencies, and readiness.
  • Utilize delivery tooling (JIRA, dashboards, planning systems, financial/capacity tools) to independently assess progress, risks, and execution health.
  • Facilitate difficult cross-functional conversations and escalate effectively when delivery discipline or alignment is insufficient.
  • Establish and reinforce governance practices including roadmap management, dependency tracking, release coordination, testing/UAT readiness, and executive reporting.
  • Help teams move beyond short-term sprint thinking toward coordinated multi-workstream program execution.
  • Serve as a trusted operator and “force multiplier” for program directors and senior leadership.
  • Balance strategic thinking with hands-on execution leadership in highly matrixed environments.
