About The Position

Innovative Technology Partnerships LLC (ITP) is seeking a Senior Project Manager for an upcoming task order supporting the National Nuclear Security Administration (NNSA), Office of Defense Programs, Office of Systems Engineering and Integration (NA-18). This role is responsible for delivering technical, analytical, and liaison support services for requirements management systems engineering across the full nuclear weapons enterprise. The Senior Project Manager will lead a multi-disciplinary team executing fifteen distinct task areas, integrate the work of multiple contractors, and serve as the primary point of accountability to the federal Contracting Officer’s Representative (COR).

Requirements

  • Master’s degree in Business Administration; OR, in lieu of a Master’s degree, an active Project Management Professional (PMP) certification from the Project Management Institute (PMI).
  • Minimum ten (10) years of experience as a Senior Project Manager, with demonstrated specialization in ALL FOUR of the following areas: (A) weapon systems engineering; (B) integrating the work of multiple contractors; (C) managing studies and assessments; AND (D) developing and successfully implementing systems engineering processes and procedures.
  • Demonstrated working understanding of NNSA’s internal and external supply chain and its unique nuclear surety requirements.
  • Active DOE/NNSA “Q” Clearance or active DoW Top Secret Clearance
  • U.S. Citizenship

Nice To Haves

  • Experience tailoring standard integrated logistics assessment elements and analysis processes for DoW elements involved with nuclear weapons.
  • Background in fielding new systems and phasing out legacy systems.
  • Demonstrated competence in risk identification, application, and mitigation.
  • Hands-on experience with DP’s Requirements Management Plan, Program Management Policy and Program Execution Instruction, AoA Guide, and DOE Mission Need Statement / Program Requirements Document guidance.
  • Configuration management experience.

Responsibilities

  • Serve as the contractor’s senior on-program leader and primary point of accountability to the COR for performance across all fifteen PWS task areas.
  • Lead a contractor team supporting NA-18’s requirements management systems engineering mission: functional decomposition of requirements, requirements traceability, studies and analyses for informed decision-making, independent assessments, systems engineering process development, and risk management.
  • Integrate contractor performance with the work of other vendors and federal program offices across NA-10 (Defense Programs), including coordination with NA-15 (Office of Secure Transportation) and individual weapon program offices.
  • Own all contract deliverables, ensure compliance with the Quality Assurance Surveillance Plan (QASP) performance standards, and respond to COR direction.
  • Lead the development and delivery of life cycle management plans, life cycle sustainment plans, joint integrated project plans, business case analyses, and material fielding plans in support of NA-18 and supported program offices.
  • Manage subcontractor and teaming partner performance, staffing, and labor mix across the base year and four option years.
  • Brief federal program managers and senior NNSA leadership on program status, technical issues, and recommendations.
