Applied Research Solutions (ARS) is seeking a Senior Program Manager to support the Training PEO Directorate at Wright-Patterson, AFB, specifically within the Simulator Division on the KC-46 Program. The Program Manager will assist the Branch Chief, applying extensive knowledge of acquisition program management statutory requirements, philosophy, policies, practices, and procedures to USAF systems, subsystems, equipment, and services procurement. This includes post-award project/program management tasks, and life-cycle acquisition and acquisition logistics management. Requirements

  • Must be a US Citizen
  • Must have an active Secret Clearance
  • Bachelor’s Degree in related field and 12 years relevant experience OR Master’s Degree in related field and 5 years relevant experience OR 15 years of direct related experience
  • Knowledge of principles, policies, and practices of systems acquisition and program management as defined in DoDI 5000.02 and DoDI 5000.75.
  • Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs.
  • Knowledge of support activities that assist the program manager in assessing program schedules and cost baselines and recommending viable solutions.
  • Working knowledge of, and ability to apply, Earned Value Management (EVM) principles.
  • Understanding in the application of acquisition management initiatives.
  • Ability to assist in planning, organizing, and managing critical aspects of development, production, and/or deployment of capabilities.
  • Ability to review, interpret, and apply new statutory and regulatory requirements.
  • Experience supporting directorate-level staff functions.
  • Experience assisting in the development and refinement of portfolio metrics.
  • Experience supporting the planning, formulating, editing, developing, publishing, and storing programmatic products.

Responsibilities

  • Ensure program management resources have comprehensive knowledge of principles, policies, and practices of systems acquisition and program management as defined in DoDI 5000.02 and DoDI 5000.75.
  • Utilize knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs.
  • Apply knowledge of support activities to assess program schedules and cost baselines, recommending viable solutions and alternative courses of action.
  • Support and develop acquisition reports, including statutory and regulatory reports like the Defense Acquisition Executive Summary (DAES) or Monthly Activity Reports (MARs).
  • Support program management reviews, senior-level meetings/reviews, and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews.
  • Develop, report, and maintain schedules and metrics to track program status, applying Earned Value Management (EVM) principles to evaluate and report program health and status.
  • Provide product support to the PM and Product Support Manager (PSM) for the execution of the PSM’s duties as the Total Life Cycle Systems Manager.
  • Assist in planning, organizing, and managing critical aspects of capability development, production, and/or deployment using DoD, US Air Force, and local logistics policies, procedures, functionalities, and financial data requirements.
  • Provide understanding in the application of acquisition management initiatives such as buying commercial items (NDI, COTS, FAA certified), Commercial Practices, EVMS, Evolutionary Acquisition, and Agile Acquisition.
  • Arrange and support various program actions including meeting attendance, minute-taking, milestone planning, tracking, scheduling, briefing preparation, staff coordination, risk management plan and strategy development, and decision documentation preparation.
  • Assist with the review, interpretation, and application of new statutory and regulatory requirements, providing recommendations for Government integration.
  • Function as the Portfolio Analysis and Business Integration (PABI), serving as directorate-level staff within or near the ACS PEO/Director Front Office Group (FOG).
  • Assist the government team in developing and refining Directorate-level portfolio metrics.
  • Assist the USG in planning, formulating, editing, developing, publishing, and storing programmatic products (documentation, plans, directives, reports, briefings, presentations) in requested formats (classified and unclassified).
  • Perform other duties as assigned.
